Hearings were held <strong>by</strong> a subcommittee ofthe Senate Judiciary Committee on the effects of pornographyon women and children; the Attorney General’sCommission on <strong>Pornography</strong> listened to the testimony ofwomen hurt <strong>by</strong> pornography; women are demanding tospeak at conferences, debates, on television, radio. Thiscivil rights law is taught in law schools all over the country;it is written about in law journals, often favorably; increasingly,it has academic support; and its passage has beencited as precedent in at least one judicial decision findingthat pornography in the workplace can be legally recognizedas sexual harassment. The time of silence—at leastthe time of absolute silence— is over. And the civil rightslaw developed in Minneapolis has had an impact aroundthe world. It is on the agenda of legislators in England,Ireland, West Germany, New Zealand, Tasmania, andCanada; it is on the agenda of political activists all over theworld.The law itself is civil, not criminal. It allows people whohave been hurt <strong>by</strong> pornography to sue for sex discrimination.Under this law, it is sex discrimination to coerce,intimidate, or fraudulently induce anyone into pornography;it is sex discrimination to force pornography on aperson in any place of employment, education, home, orany public place; it is sex discrimination to assault, physicallyattack, or injure any person in a way that is directlycaused <strong>by</strong> a specific piece of pornography—the pornographersshare responsibility for the assault; in the Bellinghamversion, it is also sex discrimination to defame anyperson through the unauthorized use in pornography oftheir name, image, and/or recognizable personal likeness;and it is sex discrimination to produce, sell, exhibit, ordistribute pornography— to traffic in the exploitation of
