These propertiesalso provide opportunities for business expansion in the region.<strong>Development</strong> ChargesExpansions or improvements to municipal servicing infrastructure (i.e. water, wastewater <strong>and</strong> sewer) canincrease a community`s capacity to support business expansions. The availability of information from<strong>Perth</strong> <strong>County</strong>`s member municipalities, the Town of St. Marys <strong>and</strong> City of Stratford differs. For <strong>Perth</strong><strong>County</strong>`s member municipalities, North <strong>Perth</strong> is the only one that has development charges. Thesedevelopment charges recover costs for wastewater services (i.e. treatment <strong>and</strong> trunk sewers), waterservices <strong>and</strong> storm water management services for the Listowel urban area. At the time of writing thisreport, the Town of St. Marys was preparing a <strong>Development</strong> Charges Background Study that wouldoutline municipal servicing infrastructure investments for future years.The City of Stratford`s <strong>Development</strong> Charges Background Study (2008) identifies increased serviceneeds attributed to development for the O`Laine Avenue trunk, Vivian, Mornington trunk, Forman Avenuesewer upgrading, Sanitary Trunk, Quinlan sanitary pumping station <strong>and</strong> force main <strong>and</strong> sanitary trunks toQuinlan pumping station. The timing for these projects are from 2008 to 2012 at a gross capital costestimate of $16.5 million.Utilities InfrastructureIn 2009, the federal government`s infrastructure stimulus funds were directed to several projects in theregion. Municipal infrastructure projects that will increase the infrastructure capacity for growth include:• the Southside Storm Sewer system in Stratford<strong>Perth</strong>, St. Marys <strong>and</strong> Stratford <strong>Economic</strong> <strong>Development</strong> <strong>Strategy</strong> <strong>and</strong> <strong>Action</strong> <strong>Plan</strong> 28 | P age
