metropolitan areas, it nevertheless faces challenges from them in attracting skilled workers andindependent entrepreneurs.Health Care InfrastructureThere are four hospitals serving the region’s residents, along with 24-hour emergency services based outof Stratford General Hospital. Stratford General Hospital and St. Marys Memorial Hospital are alladministered under the regional Huron-Perth Healthcare Alliance; Listowel Memorial Hospital and MitchellMedical Centre also offer health care services to the region’s residents. Perth County Social Research and Planning Council.In addition, Stratford General Hospital is in the process of a significant expansion that will see it add newunits in Intensive Care, Medical Imaging, Mental Health and Emergency Services.Though there is a strong regional health network serving the region, this area is still slightly underservicedwith respect to access to primary care. A 2008 report demonstrated that the total number of physicians forthe County as a whole results in a ratio of one physician (GP) to 1,429 people. While this ratio is animprovement over the last measurement taken in 2004, it still exceeds the minimum ratio of 1 GP to 1,380people used to determine under-serviced areas 6 . As the population as a whole continues to age, ensuringconsistent access to primary and emergency care will become a greater challenge.Digital Media ConvergenceThe University of Waterloo is establishing a campus in Stratford, which will be the home to leading-edge,innovative programs related to digital media, a field with applications in a wide range of sectors, fromentertainment and education to health care and finance. In February, 2010 the City of Stratford secured asite for the construction of the Stratford campus. innovation and commercialization in digital media-related study and enterprise, with an explicit focus onextending the educational mandate of the school to foster connections with business and governmentpartners.On-site classes are scheduled to begin in the fall of 2010 in the Masters of Business, Entrepreneurshipand Technology Program at a satellite office in Stratford while construction is ongoing.It is expected that the growth of this campus will have significant synergies and spin off benefits with thebusiness, theatre and education communities, strengthening the region’s position as an attractive placefor young workers and creative enterprise. As one example, Stratford’s DocFest, an annual documentaryfilm festival held in September, initiated a one-day ‘No Boundaries’ intensive digital media workshop andcareer fair for students in 2009. The development of similar initiatives will have a large impact on theregion’s ability to retain creative talent.Small Business DevelopmentCurrently, 89% of the businesses in the region are classified as small businesses, having less than 10employees, and those businesses employ over 14,000 people. 7 These smaller businesses have a greaterdegree of flexibility and mobility in terms of their location decisions. By strengthening and better promotingthe strong new economy infrastructure assets it currently possesses, there is potential to further increasethe level of small business growth and entrepreneurship, thereby generating more jobs and investment.Youth Programs and ServicesA 2007 Report entitled Voices of Youth: An Inventory of Programs and Services for Youth in Perth Countyconsulted young people aged 12 to 17 to determine the level of services and resources available forthem. The report found that more local youth programs and services were needed, both in terms ofrecreation and health and counselling services, and especially for older teens. Ensuring that the localyouth have opportunities for high-quality recreation, education and leisure are necessary for cultivating asense of attachment to the community. Being able to retain these youth and ensure their effectivetransition into the local workforce must be a key priority.4.3 Competitive Advantages and Competitive DisadvantagesCompetitive advantages and disadvantages are different than strengths and weaknesses. Strengths andweaknesses may be common to many communities, while competitive advantages and disadvantagesdifferentiate communities from competitors. The communities have a better chance of continued successif it can target its economic development activities to serve sectors best able to capitalize on itscompetitive advantages while not suffering from its competitive disadvantages.Competitive advantages form the nucleus for the region’s unique value proposition. This is the “wowfactor” that motivates potential investors and/or their agents to give the community further consideration.Competitive disadvantages are those elements that the communities need to fix (or become less of anobstacle) if it is critical to the site selection decision or needs to stray away from in its promotion/ sellingefforts.
