An <strong>in</strong>crease <strong>in</strong> “Trade balance” leads to an<strong>in</strong>crease <strong>in</strong> “Government revenues” from the sav<strong>in</strong>gs atta<strong>in</strong>ed by not import<strong>in</strong>g petroleum.Poverty ReductionOne way of meet<strong>in</strong>g the needs of the poor is combat<strong>in</strong>g poverty through the provision ofreliable <strong>in</strong>come generat<strong>in</strong>g opportunities (UNCED, 1992). Ethanol <strong>production</strong> is an agrobased<strong>in</strong>dustry <strong>and</strong> thus has the potential of provid<strong>in</strong>g both on-farm <strong>and</strong> off farm employmentopportunities especially <strong>in</strong> the rural areas <strong>and</strong> thus generat<strong>in</strong>g <strong>in</strong>comes. In Kenya, <strong>ethanol</strong><strong>production</strong> would have the potential to boost the agricultural sector which plays an importantrole <strong>in</strong> the country’s economy. Currently agriculture contributes 26% of Kenya’s GrossDomestic Product (GDP) <strong>and</strong> is the source of livelihood <strong>for</strong> 80% of the people liv<strong>in</strong>g <strong>in</strong> ruralareas (Muigai, 2005).
