In August 2008, the ITU-R released an Addendum to Circular Letter 5/LCCE/2, which announcedthe availability of “the further relevant information associated with the IMT-Advancedrequirements, evaluation criteria and submission templates for the development ofIMT-Advanced.”The Circular Letter Addendum draws attention to the IMT-Advanced Web page. Of note isDocument Report ITU-R M.2133, Requirements, Evaluation Criteria, and Submission Templatesfor the Development of IMT-Advanced.Report ITU-R M.2133 supports the process for IMT-Advanced initiated by Circular Letter5/LCCE/2 and its Addendums. It provides the requirements, evaluation criteria, as well assubmission templates required for a complete submission of candidate RITs and candidate SRITsfor IMT-Advanced. In essence, it can be considered as an umbrella document providing thecontext and relationships among these critical portions of the IMT-Advanced.In particular, document Report ITU-R M.2133 establishes very specific information formats for thesubmission of candidate RITs for consideration for IMT-Advanced through the use of templates.These templates cover not only the description of the candidate RIT but also cover thecompliance of the technology with the established requirements for IMT-Advanced in the areas ofspectrum, services and technical performance.Report ITU-R M.2133 also establishes through reference to Report ITU.R M.2135 Guidelines forevaluation of RITs for IMT-Advanced.Quoting from Report ITU.R M.2135, Section 2 scope is instructive on the evaluation:“This Report provides guidelines for both the procedure and the criteria (technical, spectrumand service) to be used in evaluating the proposed IMT-Advanced RITs or SRITs for anumber of test environments and deployment scenarios for evaluation.These test environments are chosen to simulate closely the more stringent radio operatingenvironments. The evaluation procedure is designed in such a way that the overallperformance of the candidate RIT/SRITs may be fairly and equally assessed on a technicalbasis. It ensures that the overall IMT-Advanced objectives are met.This Report provides, for proponents, developers of candidate RIT/SRITs and evaluationgroups, the common methodology and evaluation configurations to evaluate the proposedcandidate RIT/SRITs and system aspects impacting the radio performance, to be applied tothe evaluation of IMT-Advanced candidate technologies.This Report allows a degree of freedom so as to encompass new technologies. The actualselection of the candidate RIT/SRITs for IMT-Advanced is outside the scope of this Report.The candidate RIT/SRITs will be assessed based on those evaluation guidelines. Ifnecessary, additional evaluation methodologies may be developed by each independentevaluation group to complement the evaluation guidelines.
