<strong>Decentralization</strong> <strong>in</strong> <strong>Sierra</strong> <strong>Leone</strong>3.1. The Challenges of Institutionaliz<strong>in</strong>g Change ManagementA po<strong>in</strong>t emerg<strong>in</strong>g repeatedly from <strong>in</strong>terviews with key <strong>in</strong><strong>for</strong>mants at both the national anddistrict level was that fast-track<strong>in</strong>g decentralization under the management of a discreteproject implementation unit (PIU) has disadvantages as well as advantages <strong>in</strong> respect of goodgovernance outcomes, especially <strong>in</strong> a small country like <strong>Sierra</strong> <strong>Leone</strong> where state agencieshave often been used as <strong>in</strong>struments of patronage.On the positive side, the legacy of the change management culture of the IRCBP, highlighted<strong>in</strong> the World Bank literature (see Annex 1), is very much alive <strong>in</strong> the Local GovernmentF<strong>in</strong>ance Department (LGFD), a <strong>for</strong>mer sub-unit of the IRCBP now ma<strong>in</strong>streamed <strong>in</strong>to theM<strong>in</strong>istry of F<strong>in</strong>ance (MOFED). A po<strong>in</strong>t emphasized by LGFD staff was that every transfer ofresources to local councils and every item of local council expenditure is fully accounted <strong>for</strong>.They also emphasized that everyone <strong>in</strong> government benefits from fiscal decentralization,<strong>in</strong>clud<strong>in</strong>g the l<strong>in</strong>e m<strong>in</strong>istries, and could not see any way of revers<strong>in</strong>g the process withoutcaus<strong>in</strong>g chaos. They went on to argue that adm<strong>in</strong>istrative and fiscal decentralization is theonly programme likely to satisfy the new service and accountability demand<strong>in</strong>g “politicalclass” that has emerged <strong>in</strong> <strong>Sierra</strong> <strong>Leone</strong> s<strong>in</strong>ce the civil war.On the negative side, highly qualified and motivated change management staff may onlyrema<strong>in</strong> <strong>in</strong> post <strong>for</strong> as long as donors are prepared to fund their contracts. The LGFD, andcontract staff elsewhere <strong>in</strong> MOFED, are <strong>in</strong> a strong position due to <strong>Sierra</strong> <strong>Leone</strong>’sdependence on external budget support. DecSec has been less <strong>for</strong>tunate. DecSec staff were<strong>in</strong>terviewed shortly be<strong>for</strong>e the closure of the IRCBP and while some were already guaranteedfurther employment with<strong>in</strong> the DSDP, others were fac<strong>in</strong>g an uncerta<strong>in</strong> future. A MLG <strong>in</strong>siderreported that there “no great enthusiasm” <strong>in</strong> the m<strong>in</strong>istry <strong>for</strong> ma<strong>in</strong>stream<strong>in</strong>g DecSec. TheM<strong>in</strong>ster’s stated view was that he was wait<strong>in</strong>g to hear from donors as to whether there will befurther technical support to the MLG <strong>for</strong> decentralization.Senior DecSec staff expressed considerable frustration over their deal<strong>in</strong>gs with theircolleagues <strong>in</strong> the MLG. Everyone <strong>in</strong> government from the President downwards is talk<strong>in</strong>gabout change and re<strong>for</strong>m, noted one <strong>in</strong>terviewee, but the ma<strong>in</strong>stream civil service lacks<strong>in</strong>novative th<strong>in</strong>k<strong>in</strong>g and is often “on a different planet”. Another <strong>in</strong>terviewee characterized theMLG as a secretive organization that keeps <strong>for</strong>mal channels of communication to otherMDAs to a m<strong>in</strong>imum.A related issue raised by <strong>in</strong>terviewees was that decentralization currently lacks a powerful“champion” <strong>in</strong> government. An SLPP council leader observed that the drawback of hav<strong>in</strong>g anexecutive presidency is that decisions are always made at the top and that everyone elsefights to get the president’s attention. He had recently heard President Koroma refer todecentralization as an “experiment”, and <strong>for</strong> him that remark illustrated one of the ma<strong>in</strong>drawbacks of manag<strong>in</strong>g decentralization through a donor PIU. Local councils, he po<strong>in</strong>ted out,have yet to enjoy the same constitutional protections as paramount chiefta<strong>in</strong>cy. He feared thatthe decentralization process was vulnerable to reversal.DecSec <strong>in</strong>terviewees made the same po<strong>in</strong>t when not<strong>in</strong>g that the potentially pivotal role ofdecentralization <strong>in</strong> deliver<strong>in</strong>g the service improvements set out <strong>in</strong> President Koroma’sheadl<strong>in</strong>e policy, the Agenda <strong>for</strong> Change, is rarely mentioned <strong>in</strong> government communiqués.The Inter-M<strong>in</strong>isterial Committee (IMC) on decentralization should be push<strong>in</strong>g thedecentralization programme <strong>for</strong>ward, they argued, but it is chaired by the Vice-President andpeople who want to <strong>in</strong>fluence policy tend to go directly to the President.
