<strong>Decentralization</strong> <strong>in</strong> <strong>Sierra</strong> <strong>Leone</strong>Officers once projected <strong>in</strong> the colonial days and the immediate post-<strong>in</strong>dependence era hasbeen considerably weakened over the years, perhaps much to the detriment of effectiveadm<strong>in</strong>istration of the prov<strong>in</strong>ces”. District Officers, the document cont<strong>in</strong>ues, will take backtheir duties from “overstretched” Prov<strong>in</strong>cial Secretaries, <strong>in</strong>clud<strong>in</strong>g security coord<strong>in</strong>ation and<strong>in</strong>telligence gather<strong>in</strong>g. The document makes its authoritarian <strong>in</strong>tent explicit when stat<strong>in</strong>g that“Paramount Chiefs should at all times regard the District Officers the Chief Adm<strong>in</strong>istrators ofthe Districts” and that “all matters perta<strong>in</strong><strong>in</strong>g to the adm<strong>in</strong>istration of the chiefdoms should bechannelled through District Officers and on no account should Paramount Chiefs bye-passDistrict Officers.” Local councils are hardly mentioned at all <strong>in</strong> this document, nor <strong>in</strong>deed theauthority granted to them by the LGA <strong>in</strong> respect of f<strong>in</strong>ancial oversight and plann<strong>in</strong>g.In discussions with civil society groups, government spokespersons have also stated thatreviv<strong>in</strong>g the post of District Officer will enhance central government’s presence <strong>in</strong> all areasof the country. Partisan council elections, one spokesperson claimed, have politicised thedevelopment process. In districts where opposition parties control local councils, there iseffectively no ‘government mach<strong>in</strong>ery’ and these councils tend to reward their own partypolitical supporters and exclude supporters of the govern<strong>in</strong>g party. District Officers, thespokesperson concluded, will fill this “governance gap”; they will be above party politics andthere<strong>for</strong>e <strong>in</strong>spire public trust (CGG and PICOT, 2011).The National <strong>Decentralization</strong> Policy (NDP), published <strong>in</strong> September 2010, lends furthersupport to this analysis; The NDP states that local councils shall be the “highest developmentand service delivery authorities” <strong>in</strong> their localities, not the highest political authority.The draft Chiefdom and Tribal Adm<strong>in</strong>istration Policy (CTAP) takes this conservative visioneven further. The first draft of the CTAP (June 2011) states that “the chiefdom shall cont<strong>in</strong>ueto serve as the basic unit of adm<strong>in</strong>istration and an <strong>in</strong>tegral part of the governance of the stateof <strong>Sierra</strong> <strong>Leone</strong>”. Chiefta<strong>in</strong>cy, the draft policy cont<strong>in</strong>ues, is “deeply rooted <strong>in</strong> the culture ofthe people”. S<strong>in</strong>ce many <strong>Sierra</strong> <strong>Leone</strong>ans live <strong>in</strong> the countryside and rely heavily on chiefs<strong>for</strong> guidance and leadership, “mutual trust between chiefs and their people is essential <strong>for</strong>social cohesion”. The draft policy goes on to claim that if chiefdom <strong>in</strong>stitutions are “properlyrestated <strong>in</strong> law” and their capacity strengthened, they will serve as a “fulcrum <strong>for</strong> an open,transparent and <strong>in</strong>clusive process that will lay a sound foundation <strong>for</strong> social harmony”.Specific objectives of the CTAP <strong>in</strong>clude the rehabilitation of the Chiefdom Committee as adeliberative body represent<strong>in</strong>g of all sectors of the community, re-establishment of properf<strong>in</strong>ancial account<strong>in</strong>g <strong>in</strong> the chiefdoms (chiefdom accounts are to be audited under theauthority of the Auditor General and displayed publicly <strong>in</strong> the chiefdoms) and the build<strong>in</strong>g ofa “collaborative relationship” between chiefdoms and local councils “to maximise ownsource revenue generation <strong>for</strong> developmental programmes”. The draft policy also states thatParamount chiefs will now chair WDCs with local councillors serv<strong>in</strong>g as secretaries,report<strong>in</strong>g back and <strong>for</strong>th between the WDC and the local council. The draft policy allowschiefdoms to <strong>in</strong>itiate development programmes if they have sufficient resources but they areexpected to consult with the local council to ensure “synergy”. Rates of local tax and revenueshar<strong>in</strong>g arrangements shall be decided by the M<strong>in</strong>ister of Local Government <strong>in</strong> consultationwith all stakeholders. The payment of salaries to senior chiefs and chiefdom staff shall alsobe the responsibility of central government.The CTAP may yet undergo further revision, but <strong>in</strong> its present <strong>for</strong>m it likely exacerbate,rather than resolve, the exist<strong>in</strong>g flaws and contradictions <strong>in</strong> <strong>Sierra</strong> <strong>Leone</strong>’s local governmentFanthorpe Consultancy Ltd Page 62
