<strong>Decentralization</strong> <strong>in</strong> <strong>Sierra</strong> <strong>Leone</strong>govern<strong>in</strong>g classes know full well that the country does not currently generate sufficientresources to satisfy mass demand <strong>for</strong> wage employment and services. The government maythere<strong>for</strong>e try<strong>in</strong>g ensure a) that chiefs are able to manage social expectations, and <strong>in</strong>fluencevot<strong>in</strong>g behaviour, among the rural poor and b) that local councils, with donor support, canoffer services and democratic accountability to the better educated and better off. The dangerrema<strong>in</strong>s that national policy makers are misread<strong>in</strong>g social and political currents <strong>in</strong> thecountryside and that a commitment to democratic governance and participatory development<strong>for</strong> all <strong>Sierra</strong> <strong>Leone</strong>ans is now the only political project likely to secure peace and prosperity<strong>in</strong> the long term; hence the commission<strong>in</strong>g of the current study.ReferencesBoafo-Arthur, K.
