APPendixPolicies and procedures■■■■■■The Dignity and Respect in the Workplace Charter,Prevention of Bullying in the Workplace and theComplaints Handling Policy Guidelines were promotedand implemented to ensure a fair and supportivework environment.The Aboriginal Education and Training Policy defines theDepartment’s commitment to provide quality teachingand learning for Aboriginal people. The policy prioritisesAboriginal education and training as core business ofall staff; increasing Aboriginal cultural competencies forall staff; and maintaining the Department’s progressin achieving its goal that by 2012 Aboriginal studentoutcomes will match or better outcomes of the broaderstudent population.The Department offers a wide range of flexible workpractices to create a supportive work environmentand to assist staff balance their work and otherresponsibilities more effectively. Flexible work practicesare also recognised as an important means to addresswork related adjustment needs for staff with adisability. During the reporting period, 49,832 staffaccessed flexible work options including permanent andtemporary part time work, job sharing, leave withoutpay and varying flexible hour arrangements, 82.9%of whom were women. An additional 47,210 stafftook short term absences for family and communityresponsibilities, 81.2% of whom were women.Equity and diversity awareness activities■■■■The Anti-Racism Contact Officer training was conductedacross all regions including training in the use of theDepartment’s complaints mechanisms. A total of 491anti-racism contact officers were trained in 2009. Inaddition, 82 school executives undertook anti-racismtraining and 101 teachers undertook anti-racism contactofficer refresher courses.The South Western Sydney Region’s 2009 ExcellenceAwards provided an opportunity for teachers, schoolsand parents to be recognised for their commitment toPublic Education in the region. Categories of theawards included:• Excellence in Aboriginal Education• Excellence in ESL/TESol Education• Excellence in Special Education.These awards encourage the increased participation ofequity groups, and recognise their contribution to theschool and the community.Future DirectionsThe Department’s Workforce Diversity Policy, WorkforceDiversity Plan 2009-2011, the Aboriginal Human ResourceDevelopment Plan 2009-2011 and implementationresources will continue to be promoted and implementedto achieve the intended outcomes of these plans.■■The Aboriginal Cultural Education Program, ValuingCultural Diversity, Harmony Day Poster Competition,Cross Cultural Communication, African CulturalAwareness Program, Mental Health First Aid, DisabilityAwareness, celebration of Harmony Day and RefugeeWeek, and Prevention of Bullying and Harassmentworkshops were conducted across TAFE institutes andregional offices to create a work environment thatsupports inclusive work practices and behaviour.APPENDICES 87
APPendixAppendix 3:Occupational Healthand SafetyAchievementsThe Department has continued to improve OccupationalHealth and Safety performance through its corporatestrategy titled Safe Working and Learning 2009-2012.Achievements to date include:■■■■■■■■■■■■■■22% reduction ($37.8 million) in the workerscompensation premium4% reduction in the number of workplace injuries, withthe number of psychological injuries reducing by 14%12% reduction in the average duration of absenteeismdue to workplace injuries12% reduction in the average cost per claimsuccessful collaboration with NSW Health to supportan inter-agency response to the human swine influenzaoutbreak during the various phases under the statepandemic planproviding Occupational Health and Safety consultationtraining to more than 1100 committee membersand representativesendorsement of the Department’s new strategy, SafeWorking and Learning 2009-2012.Strategies and programsTo improve safety performance the Department developeda range of strategies and programs which included:■■■■■■■■the development of an online system for lodgement ofemergency management plans, to enable coordinatedsupport for workplaces during incident responsecommencement of the development of an electroniccase management system to support improved safetyand injury management service deliverythe continued delivery of a psychological injury earlyintervention program which has resulted in a 14%reduction in the number of injuries reported and a 19%reduction in the amount of time required away fromwork following injurythe implementation of the Occupational Health andSafety Management program which includes a schoolaudit component. The program provides a frameworkfor schools to plan and review safety systems in theworkplace ensuring continuous improvement.Challenges and future directionsThe Department is committed to implementing thedirections of the NSW Government’s Working Together:Public Sector OHS and Injury Management ImprovementStrategy which is expected to be released in early 2010 andwill strive to achieve the targets set out under this strategytogether with those within the Department’s Safe Workingand Learning 2009-2012 strategy.In early 2010, the Department will commence operationof the electronic Safety and Injury Management casemanagement system. The system will ensure longterm sustainable improvements to the way in whichoccupational health and safety is managed and will reducethe cost of workers compensation within the Departmentthrough better case management resulting in improvedreturn to work outcomes.88 APPENDICES
