APPendixMr Harmstorf oversaw the development andimplementation of the Integrated Program Office’sresponse to the Commonwealth Government’s rephasinginitiative, and its integration with the financial andconstruction contingency strategies. This will allow theoverall benefit to NSW schools from the BER program tobe maximised whilst meeting the revised timeframes andcashflows mandated by the Commonwealth Government.In 2009 the responsibilities of Mr Harmstorf includednegotiation with NSW Treasury and with the Office ofthe Infrastructure Co-ordinator-General around these andother significant policy and implementation issues thatemerged over the course of the year.Paul HopkinsSES Level 5, $286,865Chief Procurement OfficerMr Hopkins was appointed as Chief Procurement Officerin late 2007, bringing extensive strategic procurementexperience to the role from a range of senior executiveroles within the NSW Government and corporate andfinancial sectors.He established the Procurement Directorate (DETProcurement) in 2008 to collaboratively develop andprovide procurement services and products thatstrategically leverage the Department’s significantexpenditure, the second largest within theNSW Government.The Directorate aims to achieve the lowest total costfor the supply of goods, services and infrastructure thatsupports delivery of the best education outcomes for thestudents of NSW. Mr Hopkins initially developed a strongprocurement framework for the Department in the form ofa strategic, three-year Procurement Plan.value to schools, TAFEs and corporate offices as well asreduce costs for the Department. An annual program ofcontract works is project managed to develop contracts inpriority areas.The Directorate has achieved a total of over $75 millionin returned savings to date and combined value across allcontracts in excess of $270 million. This has included travel,ICT software, office products, office equipment, computerhardware for teaching purposes, sporting equipment andutilities. During this time, DET Procurement also providedprocurement services to Departmental Directorates onacquisition of the Department’s asset and informationtechnology infrastructure as well as Government policycommitments. The Directorate has supported the DigitalEducation Revolution (DER), Building the EducationRevolution (BER) and the National School Solar Program(NSSP) government initiatives.To increase awareness of procurement and encourageparticipation in initiatives that generate savings acrossthe Department, Mr Hopkins has developed andimplemented a new staff Procurement intranet site andregularly publishes contract development to ensure theright solutions. Mr Hopkins also publishes an online DETProcurement e-magazine - Educated Buying and regularlydisseminates and collates surveys, this feedback enablesthe Directorate to tailor its service delivery to the needs ofschools, TAFE and corporate.He has also established electronic catalogues and continuesto increase the available product range. A dedicated SupportDesk (DETbuy ) is also in place to provide purchasing andprocurement assistance across the Department.Mr Hopkins plays a key role in supporting otherDirectorates in strategic negotiations to minimise risks andexposure to the Department, and to ensure best possiblevalue is achieved at all times.After establishing the Procurement team, the Directoratehas over the last two years continued to work strategicallyin identifying categories of major expenditure across theDepartment which offered the most potential to provideAPPENDICES 103
