APPendixMr Harmstorf oversaw the development <strong>and</strong>implementation <strong>of</strong> the Integrated Program Office’sresponse to the Commonwealth Government’s rephasinginitiative, <strong>and</strong> its integration with the financial <strong>and</strong>construction contingency strategies. This will allow theoverall benefit to <strong>NSW</strong> schools from the BER program tobe maximised whilst meeting the revised timeframes <strong>and</strong>cashflows m<strong>and</strong>ated by the Commonwealth Government.In 2009 the responsibilities <strong>of</strong> Mr Harmstorf includednegotiation with <strong>NSW</strong> Treasury <strong>and</strong> with the Office <strong>of</strong>the Infrastructure Co-ordinator-General around these <strong>and</strong>other significant policy <strong>and</strong> implementation issues thatemerged over the course <strong>of</strong> the year.Paul HopkinsSES Level 5, $286,865Chief Procurement OfficerMr Hopkins was appointed as Chief Procurement Officerin late 2007, bringing extensive strategic procurementexperience to the role from a range <strong>of</strong> senior executiveroles within the <strong>NSW</strong> Government <strong>and</strong> corporate <strong>and</strong>financial sectors.He established the Procurement Directorate (DETProcurement) in 2008 to collaboratively develop <strong>and</strong>provide procurement services <strong>and</strong> products thatstrategically leverage the <strong>Department</strong>’s significantexpenditure, the second largest within the<strong>NSW</strong> Government.The Directorate aims to achieve the lowest total costfor the supply <strong>of</strong> goods, services <strong>and</strong> infrastructure thatsupports delivery <strong>of</strong> the best education outcomes for thestudents <strong>of</strong> <strong>NSW</strong>. Mr Hopkins initially developed a strongprocurement framework for the <strong>Department</strong> in the form <strong>of</strong>a strategic, three-year Procurement Plan.value to schools, TAFEs <strong>and</strong> corporate <strong>of</strong>fices as well asreduce costs for the <strong>Department</strong>. An annual program <strong>of</strong>contract works is project managed to develop contracts inpriority areas.The Directorate has achieved a total <strong>of</strong> over $75 millionin returned savings to date <strong>and</strong> combined value across allcontracts in excess <strong>of</strong> $270 million. This has included travel,ICT s<strong>of</strong>tware, <strong>of</strong>fice products, <strong>of</strong>fice equipment, computerhardware for teaching purposes, sporting equipment <strong>and</strong>utilities. During this time, DET Procurement also providedprocurement services to <strong>Department</strong>al Directorates onacquisition <strong>of</strong> the <strong>Department</strong>’s asset <strong>and</strong> informationtechnology infrastructure as well as Government policycommitments. The Directorate has supported the Digital<strong>Education</strong> Revolution (DER), Building the <strong>Education</strong>Revolution (BER) <strong>and</strong> the National School Solar Program(NSSP) government initiatives.To increase awareness <strong>of</strong> procurement <strong>and</strong> encourageparticipation in initiatives that generate savings acrossthe <strong>Department</strong>, Mr Hopkins has developed <strong>and</strong>implemented a new staff Procurement intranet site <strong>and</strong>regularly publishes contract development to ensure theright solutions. Mr Hopkins also publishes an online DETProcurement e-magazine - Educated Buying <strong>and</strong> regularlydisseminates <strong>and</strong> collates surveys, this feedback enablesthe Directorate to tailor its service delivery to the needs <strong>of</strong>schools, TAFE <strong>and</strong> corporate.He has also established electronic catalogues <strong>and</strong> continuesto increase the available product range. A dedicated SupportDesk (DETbuy ) is also in place to provide purchasing <strong>and</strong>procurement assistance across the <strong>Department</strong>.Mr Hopkins plays a key role in supporting otherDirectorates in strategic negotiations to minimise risks <strong>and</strong>exposure to the <strong>Department</strong>, <strong>and</strong> to ensure best possiblevalue is achieved at all times.After establishing the Procurement team, the Directoratehas over the last two years continued to work strategicallyin identifying categories <strong>of</strong> major expenditure across the<strong>Department</strong> which <strong>of</strong>fered the most potential to provideAPPENDICES 103
