African Development Economic ConsultantsADECNelson Mandela Bay Metropolitan MunicipalityThe following economic development strategies for NMB were identifiedfor each focus area or industry.FocusArea/IndustryManufacturingTourismServicesCreativeIndustriesStrategiesProvide all forms of support to manufacturers ofautomotive components, with a focus on increasing theglobal competitiveness of their products.Identify and support projects outside the automotiveindustry.Use infrastructure and government-sponsored incentivesat CIDZ to lure targeted large-scale manufacturers toestablish manufacturing plants in the zone.Upgrade and maintain all infrastructure for touristdestinations and prioritize all projects linked to the FIFA2010 World Cup.Ensure public safety and security at key beach fronts.Provide capacity building and support initiatives forexisting and emerging Small to Medium Enterprises(SMMEs) in the tourism business.Use the CIDZ to lure service providers in BusinessProcessing Outsourcing (BPO) and Information,Communication and Technology (ICT) into the NMBarea.Establish a regional support body with a focus onidentifying talent and capacity-building issuessurrounding the development of the film industry from thegrassroots level.SummaryThe Eastern Cape is among the most impoverished regions in SouthAfrica, but also offers spectacular natural resources and amenities, asubstantial institutional base, huge industrial development zones, talentedpeople, and a large available labour force. Much of the province’s educationalresources, urban amenities, industrial infrastructure, economic base, and wealthare concentrated in Nelson Mandela Bay. Manufacturing is expandingthroughout the region and within NMB, but there is a dangerous dependence onthe automotive sector. Economic Development planning has focused ondiversifying the economic base away from automotive manufacturing whilstsimultaneously assisting suppliers and SMMEs engaged in that sector.Analysis of the key strategies against the competitive strengths andeconomic base of the NMB area and the province revealed the followingstrengths and weaknesses.103 Algernon Road, Norwood (Johannesburg). African Development Economic ConsultantsADECStrengthsThere is some alignment of competitive strengths with the strategiesaimed at diversifying the regional manufacturing base. The development of thefilm industry is likely to improve the social life in Port Elizabeth and add amenityvalue for marketing the city to diverse and highly-educated innovators.Diversification of the Manufacturing Sector. The province’s industrial andagricultural base, coupled with available industrial land and infrastructure,provide a platform to diversify its manufacturing base. The region is pursuingdownstream opportunities in wood processing, plant fibres, wool and mohair,and agricultural processing. Nelson Mandela Bay is focused more on assistingautomotive suppliers and SMMEs within that industry, but there is a need todiversify the municipality’s economic base away from a dependence on theautomobile industry.Development of the Creative Industries and Tourism. Eastern CapeProvince can tap into its available labour force to develop its emerging filmindustry, along with other arts and cultural industries. The development of artsand cultural life and institutions, along with tourism, can help build on theregion’s amenity value for attracting highly-educated innovators in technicalfields, research, and product development. The correlation between arts/cultureand innovation has been expressed as a key factor in urban regeneration andtechnology development in many parts of the world. This is especially relevantto Port Elizabeth, which offers an urban lifestyle potentially attractive totechnical and research professionals.Downstream Processing. The region offers exceptional opportunities fordownstream processing of agricultural and natural products. The provincialeconomic development strategies have recognized these opportunities but NMBhas not fully captured them in its economic development plans. Logic wouldsuggest that some of the downstream processing for agriculture, indigenousflora/fauna, and timber products would occur at or near the ports such as inNelson Mandela Bay.Coastal and Marine Initiatives. The Indian Ocean has capacity forenvironmentally-sensitive marine and aquaculture activity. The province hasidentified this industry target, but local Nelson Mandela Bay economicdevelopment strategies appear to have bypassed this opportunity.WeaknessesThere are other areas where strategic intervention can be increased inorder for the region to fully convert its competitive strengths into investmentopportunities, entrepreneurship, and employment.Exploitation of Renewable Energy. The demand for energy worldwide isgrowing at the same time that energy use and other factors may be resulting inclimate change.
