Whilst this hasresulted in the loss of almost 2,000 jobs, this transition does help to balance theprovincial economic base away slightly from its dependence on public sectorfundedemployment. In line with the ten-year Provincial Growth andDevelopment Plan (PGDP), the Eastern Cape is working towards creating jobsin the Agricultural sector, especially in rural communities. However, job growthhas been uneven. Some areas, such as OR Tambo District, have more thandoubled their agricultural employment since 2001. Other areas like the Cacadu,Chris Hani, and uKhahlamba districts, have seen declining resident employmentin agriculture.The annual growth rate on resident employment per sector (labourabsorption rate) could be interpreted as the rate at which the respective sectoris picking up or shedding employees. Sectors that were initially targeted togenerate most jobs at provincial and district municipal level could have theircurrent growth rates in resident employment evaluated against the predeterminedgrowth rates.103 Algernon Road, Norwood (Johannesburg). African Development Economic ConsultantsADECOne of the key targets of the 2004-2014 PGDP is to diversify and grow theprovince’s manufacturing sector. To date, the province is on target withmanufacturing employment growth occurring at a rapid pace. However, thisgrowth is not consistent among all parts of the province. OR Tambo (160.2%),Alfred Nzo (45.0%), uKhahlamba (26.4%), Chris Hani (23.7%), and Cacadu(14.3%) districts are currently expanding their resident manufacturingemployment levels at a faster pace than Nelson Mandela Bay Metro (4.1%).Provincial GDP. Community Services also dominates provincial GDP,with 27.3% of the total provincial output. FIRE generates the second-highestshare of GDP (20.7%), even though it accounts for just 17% of employment.Manufacturing and Trade are the other major contributors towards the GDP ofthe Eastern Cape Province.
