USER GUIDE:YEARLY RESULTSThe ICRC aims to ensure that people in need of protection andassistance in armed conflict and other situations of violence receiveeffective and relevant support, in fulfilment of the organization’smandate and of its responsibility to use donor funds optimally;thus the ICRC employs result-based management, a structuredapproach that focuses on the desired and expected results for thebeneficiaries throughout the management cycle 1 . A central elementof this approach is the ICRC’s yearly planning and regularmonitoring and review of its activities and achievements and ofthe needs of the people affected through updated or new assessments.This process is structured according to the ICRC corporatemanagement framework, which covers programmes and targetpopulations 2 . In particular, during the yearly planning exercise,specialists and managers in the field and at headquarters assessand analyse all ICRC operations and review the progress made interms of project implementation and of their results against theobjectives defined during the previous year’s planning exercise.On this basis, the ICRC appraises its yearly performance in eachoperation and defines new plans for the year to come.The present <strong>report</strong> provides the outcomes of these appraisalsmade exclusively according to the objectives and plans of actiondefined for each context/delegation for the year concerned.Success in achieving the objectives and plan of action are evaluatedusing the scale below:HIGH MEDIUM LOWThe score provided for the yearly results of each context/delegation is the response to the following questions: What isthe level of achievement of the ICRC’s objectives and plans ofaction for the given year? To what extent did the ICRC implementits plans of action as defined in its appeals? These objectivesand plan of action are presented in the yearly appeals andbudget extension appeals to donors.
