Households access clean water from solar-poweredinfrastructureLocal authorities worked with the ICRC to repair damaged waterpoints and install new ones for some 40,000 people. However,owing to restrictions on cooperation with foreign organizations,training sessions planned for local technicians did not take place.In Gash Barka, after the authorities and the ICRC had resolveddifficulties in importing the necessary materials, the construction/rehabilitation of three solar-powered water supply systems, begunin 2011, was completed. People in the Debub and Southern RedSea regions benefited from newly repaired/installed water infrastructureas well. These activities were planned on the basis of anassessment of the condition of 15 solar-powered systems installedby the ICRC from 2004 to 2009. These environment-friendlysystems kept running costs to a minimum, as fuel was scarce andexpensive in Eritrea.People of Ethiopian origin cope with their situationPeople of Ethiopian origin continued to be repatriated throughSudan by the Eritrean authorities. In March 2009, the governmentwithdrew permission for the ICRC to assist in the voluntary repatriationof civilians across the Eritrea-Ethiopia border. Given theseconstraints, the ICRC did all it could to monitor the situation ofthe Ethiopian community in Eritrea, to ensure that their rightsunder the 1949 Geneva Conventions were respected, includingwith regard to voluntary repatriation in humane conditions.Particularly vulnerable Ethiopians – women, minors, formerdetainees and elderly people – coped with their difficult situationwith the help of ICRC financial assistance. Among them were2,176 people who renewed their resident permits; 452 people whocovered transport expenses for their repatriation; some formerdetainees who covered food and accommodation costs; and otherswho covered medical and other expenses.To enable them to apply for further studies or jobs, 30 people,comprising both Eritrean and Ethiopian nationals who had livedor studied in Eritrea, had important documents such as schooltranscripts sent across the sealed border or elsewhere in the world.Seventeen Ethiopians registered by the IOM received identificationdocuments.Family-links services remain limited by access constraintsTracing services, which used to be run by the “Red Cross Society ofEritrea” (see Red Cross and Red Crescent Movement), remained suspendedsince January 2012. Through dialogue with the authorities,the ICRC continued to follow up requests from families for newsof their relatives missing in relation to the 1998–2000 internationalarmed conflict with Ethiopia; it also sought to reunite unaccompaniedEritrean minors – including those who had crossed the borderto Ethiopia (see Ethiopia) – with their families or find appropriatealternatives for them.In areas of Eritrea accessible to the ICRC, people used RCMs torestore or maintain contact with relatives separated from themby conflict. Through the ICRC’s efforts in their behalf, with theauthorities and other organizations, and its subsequent issuance oftravel documents, 88 Somali refugees resettled in the United Statesof America.PEOPLE DEPRIVED OF THEIR FREEDOMDialogue pursued with authorities to regain accessto detaineesDespite requests from the ICRC, the authorities did not permitdelegates to resume visits to detainees of Ethiopian origin, includingPOWs or former POWs. The authorities had withdrawn permissionfor such visits in 2009.Requests to the Eritrean government for any information it hadabout the 17 Djiboutian soldiers reported by their government asmissing after the Djibouti-Eritrea hostilities in June 2008 remainedunanswered, as did a request for the authorities’ response to a proposalto repatriate an ailing Eritrean POW in Djibouti.AUTHORITIES, ARMED FORCES AND OTHER BEARERS OFWEAPONS, AND CIVIL SOCIETYLocal authorities allow the resumption of someICRC activitiesBecause of the restrictions imposed on the ICRC, dialogue withthe authorities continued to focus on strengthening trust and onpersuading them that it was in their interest to recognize the applicabilityof the 1949 Geneva Conventions to the Eritrean context.Meetings with government officials, including the heads of variousministries, enabled the ICRC to discuss humanitarian concernswith them and appeal for wider access to the population, includingto detainees (see People deprived of their freedom). The planning andimplementation of ICRC assistance activities also provided opportunitiesfor briefing local and national officials on the nature of theorganization and its neutral, impartial and independent humanitarianaction. These efforts resulted in the resumption of livelihoodsupportactivities in some border communities (see Civilians) andIHL promotion at institutions of higher education (see below).Cooperation with Eritrean youth organization facilitatesIHL promotionThousands of people – local authorities, police/security forces,community leaders, teachers and young people – learnt aboutIHL and the Movement through dissemination sessions organizedby the NUEYS and the ICRC, and held in Anseba and Northernand Southern Red Sea. About 600 students and lecturers attendedan IHL dissemination session, organized for four institutions ofhigher education for the first time since their establishment in2004. In addition to the Eritrean Book Fair in Asmara, book fairsin three other regions welcomed the ICRC’s presence. At each ofthese events, which were attended by some 140,000 people, governmentofficials and civil society members received IHL briefingsand leaflets at an ICRC information booth.Articles in local languages published in the NUEYS magazine and thedonation of reference materials to academic institutions and threepublic libraries provided people with more access to IHL-relatedinformation. The Asmara Law School and the ICRC maintainedcontact, with a view to reinforcing local capacities for providingadequate IHL instruction for law students. However, the unavailabilityof visas for ICRC experts in this field resulted in the cancellationof training sessions planned for law instructors and students.RED CROSS AND RED CRESCENT MOVEMENTBecause of government restrictions imposed in January 2012, the“Red Cross Society of Eritrea” was not able to accept support fromthe ICRC for building its capacities or conduct any joint activitieswith it.
