Segment 6 Estero Bluffs<br />

Segment 6-1 Estero Bluffs State Park West (1.2 miles)<br />

Improvements:<br />

1. Construct approximately 1.2 miles of paved (Class I) path southwest of and parallel to Highway 1 in<br />

the ROW<br />

2. Utilize the existing culverts or build new trail bridges to cross drainages (39-1 through 39-3),<br />

drainage crossing to be determined pending further analysis. Close and restore approximately 0.4<br />

miles of existing blufftop trail<br />

3. Coordinate with pullout consolidation and habitat restoration by Caltrans. Incorporate CCT signs,<br />

mapboards at major pullouts where appropriate.<br />

4. CCT signs and wayfinding<br />

Implementation Steps:<br />

1. Coordination with Caltrans on parking lot and staging area improvements<br />

2. Negotiations –interagency/partner agreements<br />

3. Site survey – boundaries and topography<br />

4. Prepare preliminary design plans<br />

5. Technical studies – biological, cultural resources<br />

6. Environmental studies and document (including CEQA and NEPA)<br />

7. Permit application preparation and follow-up<br />

8. Prepare construction documents<br />

9. Project bidding and contracting<br />

10. Construction and related services<br />

Permit Requirements:<br />

1. <strong>Coastal</strong> Development Permit (CDP), SLO <strong>County</strong> – all improvements<br />

2. Grading Permit and Bluff Retreat Study approval from SLO <strong>County</strong><br />

3. U.S. Army Corps of Engineers (COE) Section 404 Nationwide wetlands permit<br />

4. CA Regional Water Quality Control Board permit<br />

5. CA State Water Resources Board notification<br />

6. CA Department of Fish and Game Streambed Alteration Permit<br />

7. Caltrans encroachment permit – signs and sidepath within Caltrans ROW<br />
