52 FOURTH ANNUAL REPORT OF NATIONAL LABOR RELATIONS BOARDfull details about the election; they gave the time and the place ofpolling, the purpose of the election, and usually included a samplecopy of the ballot to be used. This enabled the employees to becomefamiliar with the procedure to be followed and avoided much confusionand delay at the polling places. Usually, each party hadwatchers and tellers present at the polling places, and these representativessigned certificates before the ballots were counted stating thatthe elections were conducted properly and fairly. This had theeffect of eliminating many objections regarding the conduct of theelections which, although without merit, might otherwise have beenmade by the losing party. They were particularly useful in the caseof consent elections.Table XX gives the break-down of elections conducted by the <strong>Board</strong>by regions.
