Central Coburg 2020 Background Report [ Phase 2A: Setting the Objectives ]
Neighbourhood Qualities / Built Environment
This stage involved the discussion of the attributes of the neighbourhood and the built
and natural environments. The issues and concerns that the Plan needed to
overcome if it was to succeed were also identified.
Opportunities Concerns/Issues
? Integration of housing/”urban village”
theme/strategy to be built on.
? Opportunity to make provisions for
residential growth/diversity.
? Opportunity to go up – build on 1storey
civic/public/retail buildings –
vertical diversity mixing residential
into other regions.
? Open space usage can be improved
on i.e. safety, amenity.
? Attach other facilities to open space
– multi uses (i.e. English soccer
fields… hotels/shopping centres).
? Vic Mall improvements. Works on
social space – important to preserve.
? Vic Mall – need for more
“pedestrian/seating” friendly.
? Better public safety/lighting
(especially around station).
? Sydney Road/Bell Street intersection
very powerful.
? Lots of left over space – opportunity
for new development for filling in the
gaps.
? CDA site redevelopment (bulky
goods) mixed use, shop top living,
apartments.
? Vast areas of Council managed land
– car parks – under-utilised.
? Coordinated signals for pedestrians
on Bell Street.
? Supermarket very poorly planned.
? Integration with strip would enable
synergy.
? More fine grain feel and higher
quality.
? Connections between parts very
underdeveloped – no knowledge of
the “oval”, school/college, Coburg.
? Importance of Bridges Reserve.
? Go to traditional ? E & W Stn of Bell
in Sydney Rd – to improve quality of
public open space and amenity, and
ability to accommodate quite high
buildings.
? Potential for change in commercial
areas, in western side.
? Better pedestrian links across the
? Land-hungry uses in core areas that
dilutes density – question of location
(i.e. ovals being used infrequently)
? Balance: open space/housing
density.
? Areas of low usage ? in high density
– appropriate location? Importance
of open space?
? Do we limit densities? – Need to
explore controls.
? Amenity of station surrounds.
? Open/vacant spaces most
problematic?
? Locking-out spaces.
? Ability of Council to extract itself from
car park lease.
? People use car as shopping trolley –
without car park, shoppers will go
elsewhere.
? What do supermarkets contribute to
the future vision of Coburg.
? Difficulty of Bell St east separating
north and south.
? Need for more activities for young
people in the area (possibly CDA
site).
? Could accommodate additional
activity.
? Parking requirements on
restaurants.
? Infrastructure standard.
? Good qualities of the neighbourhood
need to be respected, built on.
? Streets are long – very impermeable.
