Purpose Central Coburg 2020 Background Report [ Introduction ] This Report provides a summary of the background research and consultation undertaken to develop Central Coburg 2020. It outlines in chronological order the steps undertaken to develop the plan. The research commissioned to inform the study and the major findings of that research are also outlined. The consultation process undertaken to engage the community in the development of Central Coburg 2020 through an integrated community engagement and consultation program is outlined at each key stage of the Plan’s development. Preparation of Central Coburg 2020 has involved input from Coburg’s residential and business community, other stakeholders and various Council Officers. Central Coburg 2020 has been shaped by a rigorous approach to research, community consultation and feedback, debate and discussions to ensure the best outcomes for the Coburg community. Brief Coburg is identified as a priority Urban Village in the Moreland Municipal Strategic Statement (MSS). More recently it has been identified as a Principal Activity Centre in Melbourne 2030 – the State Government’s strategy to guide development of metropolitan Melbourne over the next 30 years. In recognition of Coburg’s priority Urban Village status Moreland Council initiated the development of a strategic framework plan for Coburg in December 2000. In March 2001, Council approved the project brief and established a Steering Committee to oversee development of the plan. At this time, the project was known as the Central Coburg Integrated Plan (CCIP). As the project developed it was renamed with the shorter, more catchy title Central Coburg 2020. The brief outlined that the plan for Central Coburg would set out a 10-20 year strategic framework for the future development of the area. It was intended to guide the growth and development of central Coburg in a way which aims to meet the needs of existing and future residents, workers and visitors to ensure the area’s future prosperity and sustainability. Study Area The Study Area is generally bounded by an 800m pedestrian catchment radiating from the centre and including: • The central activity area focussed on the retail centre around Sydney Road; • Coburg Station (on the Upfield rail line); • Sydney Rd north of Bell Street and surrounding industrial and residential areas; • The Civic Centre on Bell Street and east to Merri Creek; • The Pentridge site extending north to Lake Reserve; and • surrounding residential areas; Figure 1 outlines the general study area.
