Executive Summaryxiii1. The Government of India has initiated a number of programmes toachieve the goal of Universalisation of Elementary Education amongwhich the Sarva Shiksha Abhiyan is the most recent one. It aims atachieving universal primary education by 2007 and universalelementary education by 2010.2. Though indicators to monitor progress towards universal access, enrolment and quality are well defined but the general perceptionabout the same is not clear in case of indicators of universal retentionand drop-out rates. Keeping in view the availability of data, an attempthas been made in the present study to discuss computation procedureof a variety of drop-out and survival rates based on the DISE data.Survival rate, retention rate, grade-to-grade and average transitionrate: promotion, repetition and drop-out rate in primary classes;indicators of internal efficiency of education system and transitionfrom primary to upper primary level of education have been computedat the primary level of education. A detailed analysis is also undertakenwith respect to the first objective of SSA, namely all children in school, education guarantee centre, alternate school-to-school camp for whichall possible sources of data have been explored. Official statistics aswell as surveys conducted by the private agencies have been used toassess quantum of out-of-school children.3. Apparent Survival Rate is the simplest way through which the efficiencyof an education system can be judged. Both the retention as well assurvival rates have shown improvement which is also true for averagepromotion rate. The grade-specific as well as average repetition ratein primary classes shows a decline over the same in the previous year. However, as many as 9.99 million children repeated elementary grades, which is about 5.9 percent of the total elementary enrolment.4. On the one hand the promotion rate in Grade I is observed to be verylow, while on the other hand, the repetition rate in Grade I is alsonoticed to be very high among the primary grades. The states withhigh repetition rate should identify reasons and initiate appropriatestrategies to check it without which neither the goal of UPE nor UEEcan be attained. Analysis of block and district-specific rates may helpstates in identifying problematic locations where flow rates are notsatisfactory.5. The average drop-out rate in primary classes over the last three cohorts
