Methodological Framework: Different SurveysDistrict Information System for Education (DISE)DISE is developed to collect information from all recognized institutionsimparting elementary education across the country. Recognized institutionsinclude both government as well as private managed schools. Privatemanaged schools include both private aided and private un-aided schools,and government managed schools include schools run by the Departmentof Education, Local Body, Social Welfare and Tribal Welfare Departments.Unlike other surveys, DISE is complete enumeration of schools. The unitof data collection is school and district, unit of data dissemination. School-Head Master/Head-Teacher is the respondent who is imparted training infilling-up of the formats by BRC and CRC Coordinators. The filled-in formatsare thoroughly checked at the cluster level by the Coordinator, ClusterResource Centre. Data feeding takes place at the district level and theconcerned BRC Coordinator is also supposed to be available at that time.All the districts have MIS Unit, which is located in the office of the DistrictProject Coordinator.At the time SSA was launched in 2001, the coverage of DISE was extendedto the entire country. The frequency of data collection under the DISE isannual and date of reference is 30 th September each year. About 581districts across 29 States and UTs of the country representing 99.5 percentof the total population were covered under the DISE till 2004-05. Thecoverage was further extended to all the remaining districts and statesduring 2005-06. The published data as on September 30, 2004 (2004-05)are available at the School (www.schoolreportcards.in), District, Stateand National levels (www.dpepmis.org) and is based on informationreceived from as many as 1.04 million institutions imparting elementaryeducation across the country. Data for the year 2005-06 are likely to bedisseminated shortly which are based on the information received frommore than 1.12 million institutions imparting elementary education acrossthe country. Comprehensive information on schools, enrolment, facilitiesin schools and teachers is disseminated through the DISE. However, number
6 Student Flow at Primary Levelof habitations having schooling facilities does not form part of the DISEdata collection. Similarly, there is no scope of conducting learners’achievement tests under DISE, but as a proxy to it, examination results atthe terminal Grade IV/V and VII/VIII conducted by the school are madeavailable over a period of time, separately for boys and girls. In manystates, these examinations are conducted by the District or State Boards.ASER-PRATHAMUnlike DISE, information collected through the ASER-PRATHAM is on samplebasis and unit of data collection is the household. The data under ASER-PRATHAM were collected between November 14 and December 20, 2005through local groups in each district and the major findings were quicklyreleased in January 2006. However, the survey was confined only to ruralareas. As many as 485 districts were covered and from each sample district,20 villages were randomly selected. Further, from each sample village, 20households were randomly selected. Within a selected household, allchildren of age group 6-14 were interacted to find out whether they go toschool. In addition, their ability to read simple text and basic arithmeticwas also tested. The ASER-PRATHAM teams also visited local governmentschools on a working day to find out availability of teacher, childrenattendance and facilities in school with regard to drinking water, classroomsand toilets. Through this process, ASER-PRATHAM reached about 333thousand children in about 191 thousand households across 9,521 villagesof the country. The ASER-PRATHAM will be conducted annually till 2010,which is also the terminal year of SSA. Through the survey, estimates ofout-of-school, never enrolled and drop-out children, and percentagechildren in government, private, madrasas and EGS schools aredisseminated. In addition to gender differences, and learning andarithmetic ability of children in terms of percentage of children by agegroup such as, 7-14, 7-10, and 11-14 years who cannot read and solvenumerical sums is also disseminated. The all-India estimates presentedare based on the data collected from as many as 18 states as in theremaining 17 states, either the survey was not conducted or the coveragewas partial.IMRB-InternationalAs mentioned above, on behalf of Government of India through the ED.CIL,IMRB-International conducted a nation-wide survey to assess the quantumof out-of-school children in the age-group 6-13 years across the country.The survey was conducted between the period July to December 2005with following as its main objectives:
