The Tables reveal th<strong>at</strong> many st<strong>at</strong>esimproved their respective positions in 2004-05 over their positions in theprevious 2003-04 cohort.Table 23 shows th<strong>at</strong> Tamil Nadu, Kerala, Himachal Pradesh and Karn<strong>at</strong>akafall in the group having below 5 percent drop-out and repetition r<strong>at</strong>es.Tamil Nadu and Kerala are in the same group during the previous cohort2003-04 also, meaning th<strong>at</strong> they have retained their respective positions.They are comfortable with regard to drop-out r<strong>at</strong>e in primary grades whichis also reflected in the retention r<strong>at</strong>e presented in Table 10. These st<strong>at</strong>esare required to sustain their efforts as both repetition as well as drop-outr<strong>at</strong>e is quite s<strong>at</strong>isfactory. It is Himachal Pradesh and Karn<strong>at</strong>aka whichhave replaced Chandigarh and Mizoram in this group. Average repetitionr<strong>at</strong>e in primary classes in Mizoram has increased from below 5 percent in2003-04 to between 5 to 10 percent in 2004-05. On the other hand a fewst<strong>at</strong>es, namely, Gujar<strong>at</strong> and Tripura too have below 5 percent drop-out
