TERENA compendium of national research and education networks in europe/services5.5 Security Incident ResponseSecurity Incident Response is increasingly being considered as vital to theend users. They expect NRENs to provide such services or to make sure thatsomebody else provides them.Table 5.5.1 summarises the information on whether security incidentresponse is provided by the NREN itself, or if it has been outsourced. OenComputer Security Incident Response Teams (CSIRTs) are formed to ensurea timely response to (potential) security threats. International collaborationis of key importance to CSIRTs. A precondition for such collaboration isthat CSIRTs have to be able to trust one another. In order to facilitate suchtrust relationships, TERENA has been instrumental in seing up the TrustedIntroducer scheme (see www.trusted-introducer.nl for more information). The table shows which NRENs have CSIRTs that are either accredited withthe scheme or candidates for accreditation (note that only the informationthat is at www.trusted-introducer.nl is fully up-to-date and authoritative).5.6 Bandwidth on DemandBandwidth on demand (point-to-point dedicated bandwidth services atlayer 2 or below) is being introduced as a new service as part of the GN2project. The following table provides information on how many NRENs areplanning to introduce such a service. Some NRENs have definite plans forthis, others would like to find out first what the demand is for such services.Others are not planning to introduce such a service.Approximately 25% of the NRENs currently offer such a service;approximately the same percentage is planning to introduce it in the nexttwo years, with a significant percentage of NRENs still in doubt.Graph 5.6.1 Bandwidth on Demand, EU/EFTA CountriesUnsure, 8Yes, 7The table clearly shows that there is still a large difference in this areabetween EU/EFTA NRENs and NRENs in other countries in the region. Nowthat many of these countries are getting better connections, we expect tosee more Accredited CSIRTs in the future in these countries as well. No, 7Yes, if demand, 1Yes, within two years, 5Table 5.5.1 Security Incident Response TeamsSecurity Incident Response by NREN OutsourcedEU/EFTA Countries 77% 23%(n=27) Accredited CSIRT: 58%Other Countries 94% 6%(n=15) Accredited CSIRT: 6%Graph 5.6.2 Bandwidth on Demand, Other CountriesUnsure, 3Yes, 4No, 3Yes, if demand, 1Yes, within two years, 566
