Wellington’s residents grew by an estimated 20%. The localhousing market saw a large boom beginning in 2002, with major new developments coming on line. This boom wasevidenced in the increase in water accounts and in single family building permits. This fast-paced increase leveled <strong>of</strong>fin 2005 and has declined in the last five years. A reduction in new construction is evidenced by Wellington’s singlefamily building permits issued in recent years as shown below, signifying a halt to the expansive growth periodprimarily due to the economy.
