The localhousing market saw a large boom beginning in 2002, with major new developments coming on line. This boom wasevidenced in the increase in water accounts and in single family building permits. This fast-paced increase leveled <strong>of</strong>fin 2005 and has declined in the last five years. A reduction in new construction is evidenced by Wellington’s singlefamily building permits issued in recent years as shown below, signifying a halt to the expansive growth periodprimarily due to the economy. Between 2000 and 2009, Wellington’s number <strong>of</strong> active utility accounts increased 30%, or at an averageannual rate <strong>of</strong> 3.0%. At present, Wellington has 19,701 water service customers and 17,853 wastewaterservice customers. The Plan document is intended to guide future growth anddevelopment and to provide an overall vision for the community. The Comprehensive Plan was developedwith community participation which established numerous goals for the community.During the 2007 fiscal year Village leaders revisited the original vision and strategic plan to reaffirm itsprinciples and values, and to identify the challenges and needs <strong>of</strong> the current and future community.Additionally, the goals had to be realigned to respond to tax reform. The result is a comprehensive strategicplan incorporating the Vision, Plan, Execution, Mission and Core Beliefs for the next 15 years <strong>of</strong> Villagegovernance.v
