In order to be awarded a Certificate <strong>of</strong> Achievement, a governmental unit must publish an easily readableand efficiently organized comprehensive annual financial report, whose contents conform to programstandards. Such comprehensive annual financial reports must satisfy both generally accepted accountingprinciples and applicable legal requirements.A Certificate <strong>of</strong> Achievement is valid for a period <strong>of</strong> one year only. The Village <strong>of</strong> Wellington has receivedthe Certificate <strong>of</strong> Achievement for the last thirteen consecutive years (1996-2008). We believe our currentreport continues to conform to Certificate <strong>of</strong> Achievement Program requirements, and we are submitting itto the GFOA.In addition, the Village also received the GFOA’s Award for Distinguished Budget Presentation for theFiscal Year beginning October 1, 2008. The Village has received this award for the last fourteen years. Inorder to earn the Distinguished Budget Presentation Award, the Village’s budget document was judged tobe pr<strong>of</strong>icient in several categories including policy documentation, financial planning and organization. Wehave submitted the Village’s 2010 budget document to the GFOA, as we believe it also conforms to theprogram requirements.AcknowledgementsPreparation <strong>of</strong> this report could not have been accomplished without the dedicated efforts <strong>of</strong> Mireya P.McIlveen, CPA, Director <strong>of</strong> Financial Management and Budget.
