In order to be awarded a Certificate of Achievement, a governmental unit must publish an easily readableand efficiently organized comprehensive annual financial report, whose contents conform to programstandards. Such comprehensive annual financial reports must satisfy both generally accepted accountingprinciples and applicable legal requirements.A Certificate of Achievement is valid for a period of one year only. The Village of Wellington has receivedthe Certificate of Achievement for the last thirteen consecutive years (1996-2008). We believe our currentreport continues to conform to Certificate of Achievement Program requirements, and we are submitting itto the GFOA.In addition, the Village also received the GFOA’s Award for Distinguished Budget Presentation for theFiscal Year beginning October 1, 2008. The Village has received this award for the last fourteen years. Inorder to earn the Distinguished Budget Presentation Award, the Village’s budget document was judged tobe proficient in several categories including policy documentation, financial planning and organization.
