Likewise, where a public license is granted to a private business, such asa license to sell liquor within a city, <strong>the</strong> licensee obtains no property right sufficient to entitlehim to compensation for its loss. Country Liquors, Inc. v. City Council <strong>of</strong> <strong>the</strong> City <strong>of</strong>Minneapolis, 264 N.W.2d 821 (Minn. 1978). The license may have economic value when <strong>the</strong>business is sold, but its owner has no property right as against <strong>the</strong> state.PSW:ph64
