Likewise, where a public license is granted to a private business, such asa license to sell liquor within a city, the licensee obtains no property right sufficient to entitlehim to compensation for its loss. Country Liquors, Inc. v. City Council of the City ofMinneapolis, 264 N.W.2d 821 (Minn. 1978). Paul, MN 55155Dear Mr. Brooks:Thank you for the opportunity to review your program evaluationof the deputy registrar system. Considering the time limitations,you have put together a comprehensive report on acomplex subject.There are several items in the report on which we would like toprovide comment. We agree with the concept of a fee structurethat better reflects the workload differences among differenttypes of transactions. For administrative purposes, we recommendthat the number of tiers in a new structure be liwited toa maximum of two or three.The evaluation reports in a number of places that the serviceprovided by the deputy registrars is good. However, there is arecommendation that the Department of Public Safety give moreweight to improving customer seL,rice in its regulation ofdeputy registrars. This appears to be a contradiction.We agree that customer service is important and that theexpanded use of technology 1.~Jill have a posi ti ve effect oncustomer service.
