Paul, MN 55155Dear Mr. Brooks:Thank you for <strong>the</strong> opportunity to review your program evaluation<strong>of</strong> <strong>the</strong> deputy registrar system. Considering <strong>the</strong> time limitations,you have put toge<strong>the</strong>r a comprehensive report on acomplex subject.There are several items in <strong>the</strong> report on which we would like toprovide comment. We agree with <strong>the</strong> concept <strong>of</strong> a fee structurethat better reflects <strong>the</strong> workload differences among differenttypes <strong>of</strong> transactions. For administrative purposes, we recommendthat <strong>the</strong> number <strong>of</strong> tiers in a new structure be liwited toa maximum <strong>of</strong> two or three.The evaluation reports in a number <strong>of</strong> places that <strong>the</strong> serviceprovided by <strong>the</strong> deputy registrars is good. However, <strong>the</strong>re is arecommendation that <strong>the</strong> Department <strong>of</strong> Public Safety give moreweight to improving customer seL,rice in its regulation <strong>of</strong>deputy registrars. This appears to be a contradiction.We agree that customer service is important and that <strong>the</strong>expanded use <strong>of</strong> technology 1.~Jill have a posi ti ve effect oncustomer service. Ourassessment <strong>of</strong> <strong>the</strong> situation is that it would not.
