Regional AV CTD Implementation
Overview
Overview ESTA has been engaged to capture the requirements for Regional Ambulance
Call taking and Dispatch, design the required solution, and deliver an ongoing service
delivery capability to meet the needs of Ambulance Victoria in Regional Victoria.
ESTA will undertake ‘rapid’ parallel project streams for the transition of people,
commercial, process, technology and data in order to meet tight project timeframes; it is
expected that existing regional CTD services provided by Ambulance Victoria will begin
transitioning to ESTA in Q2 2010.

Measure of Success
The Regional AV CTD implementation will achieve the following objectives:
• Replace the interim CAD system in regional Victoria, with a centralised, long term
scalable and robust solution
• Enable efficient coordination between ESTA facilities utilising a common CTD system
• Enable efficient interagency response and coordination
• Provide disaster recovery and redundancy, particularly during critical events
• Baseline and measure emergency response time targets (calltaking and dispatch
performance measures) in regional Victoria
• Ensure uniformity of operational and clinical standards with consistent use of policies
and procedures
• Provide efficiencies in processing, resulting in greater safety for staff, volunteers and
members of the public
A robust, sustainable and strategic regional AV CTD service (Emergency and Non
Emergency Response) that meets the current and future needs of Victoria’s regional
community.
