61.4 BRIEF DESCRIPTION OF THE SELECTION PROCESSProposal comprising technical and financial bids is to be submitted in two separatesealed envelopes. In the first stage, technical evaluation will be carried out. Based onthis technical evaluation, a list of qualified applicants shall be prepared. In the secondstage, a financial evaluation of the technically qualified applicants will be carried out.The L 1 Applicant (the “Selected Applicant”) shall be called for negotiation, if necessary,while the L 2 Applicant will be kept in reserve. INSTRUCTIONS TO APPLICANTS2.1 SUBMISSION OF PROPOSALThe Applicant shall submit its Proposal in the form and manner specified in this Sectionof the RFP. The Technical Proposal and Financial Bid shall be submitted in theprescribed Form at Appendix-I and Appendix-II respectively.
