DELIVERING TRANSFORMATIONAL CHANGE 2011-21Box 5: CCCCC MandateThe Agreement Establishing the Caribbean Community Climate Change Centre further identifies thefollowing functions for the Centre:• Collecting, analysing, storing, retrieving and disseminating meteorological and sea-level datarelevant to the observation of climate change and facilitating, in collaboration with specializedCaribbean agencies, the collection of information about the impact of climate change on theeconomic sectors in the Caribbean.• Facilitating and coordinating the development of Caribbean positions on global climate changeand serving as an authoritative technical source for Caribbean countries to, inter alia, fulfil theirresponsibilities under the United Nations Framework Convention on Climate Change; assistingMembers, on request, in realizing the equitable benefits resulting from the implementation offinancial mechanisms under the Kyoto Protocol.• Providing, on request, Members and Associate Members with strategic assistance for publiceducation and awareness campaigns at the national and regional levels to involve all regularstakeholders, both public and private.• In collaboration with Members and relevant agencies, develop special programmes to addressimplications in the Region for coastal zone management, disaster management, and potentiallyvulnerable sectors such as tourism, health, agriculture and insurance.• Promoting the sharing of resources, technical co-operation and information exchange withother global climate change initiatives, in particular in Small Island Developing States and LatinAmerica.• Coordinating (and initiating) the development of regional research programmes, includingadaptation of global climate and impact modelling efforts and specialized training focused oneffective adaptation to global climate change.The Role of National GovernmentsThe national governments through the line ministries, departments and agencies are the instruments throughwhich many of the national level actions will be executed. The national entities will be particularly responsible forthe execution of actions to mainstream climate change working through and with their national co-ordinatingmechanism (assuming they adopt the three-ones principle). Their tasks will include:• National development planning and budgeting processes.101
