CARICOM IMPLEMENTATION PLAN FOR THE REGIONAL FRAMEWORK FOR ACHIEVING DEVELOPMENT RESILIENT TO CLIMATE CHANGETable 2 The ‘Three-ones’ implementation process at a regional levelTHREEONESWHAT DOES THIS MEAN?ACTIONS TO BE TAKENOne <strong>Plan</strong>The Liliendaal Declaration and the Regional Frameworkprovide the overall strategic direction, focus and goals forthe Caribbean.The strategic elements of the Regional Framework will beembedded within the goals and objectives in CARICOM’sstrategies and policies, and through the actions of theCARICOM mandated regional organisations (Track Two)Review and align all:• CARICOM strategies andpolicies, and• Regional organisations’strategies and policeswith the LiliendaalDeclaration and theRegional Framework.The Liliendaal Bureau will be the regional co-ordinatingmechanism and will have overall responsibility for drivingtransformational change at the regional level under theLiliendaal Declaration and the Regional Framework.Develop Terms of Referencefor LB, secure CARICOMapproval and appointmembers.One Co-ordinating MechanismIt will be chaired by the Prime Minister with responsibility forsustainable development and emergency management, withCCCCC providing the technical and secretariat support. TheBureau should include the chairpersons of COTED, COSHODand COFCOR and the CARICOM Secretariat, together with:Vice Chancellor/President from selected CaribbeanUniversitiesPresident of the Caribbean Development BankExecutive Directors from each of the CARICOM mandatedregional organisationsRepresentatives from the private sector and civil societyCCCCC working inpartnership with theregional organisations, willmeet every 12 months asan <strong>Implementation</strong> <strong>Plan</strong> coordinatinggroup.The Liliendaal Bureau willmeet twice a year.The LB will require members to report on their progress indelivering the Regional Framework strategic elements andgoals, and demonstrate that they have integrated climatechange into their policy-setting and decision-making.One Monitoring and EvaluationFrameworkThe review and alignment of CARICOM and regionalorganisation strategies and policies must also develop acommon approach to monitoring and evaluation. This willensure that the combined implementation efforts throughtracks one and two can be monitored and their combinedcontribution to transformational change evaluated.The M&E process should focus on delivering transformationalchange through delivery of the Regional Framework strategicelements and goals. This should be a process looking atactions undertaken at a regional level.Review current M&Eframeworks in use andensure consistency, avoidduplication, use commonbaselines.54
