DELIVERING TRANSFORMATIONAL CHANGE 2011-21Resource mobilisation using the ‘threeones’principleThe transformational changes required by the Liliendaal Declaration and necessaryto deliver the strategic elements and goals in the Regional Framework also requirecorresponding changes in the process of policy- setting and decision-making inall organisations. Implementation through the specific actions identified in thisreport, and through wider regional and national sustainable development andgrowth strategies, policies and actions requires a process which can:• Effectively mobilise limited resources.• Ensure alignment with those wider sustainable development andgrowth objectives.• Deliver inclusive policies and decisions that ensure climate resilienceand low carbon is built in, rather than added on as an afterthought.• Co-ordinate and manage delivery.• Monitor, evaluate, review and improve.Member states, regional organisations and CARICOM are already over-tasked andunder-resourced. Delivering transformational change requires an approach thatrecognises these constraints.An approach that has been used with great success in the Caribbean and providesa model for mobilising limited resources, policy-setting and decision-making,and monitoring is the ‘three ones’ principle. This was used in the Joint UnitedNations Programme of HIV/Aids (UNAIDS) in the Pan Caribbean Partnership(PANCAP) (see side bar). It is based on the principle of establishing a sustainableresource mobilisation plan on the basis of:• One co-ordinating mechanism to manage the process (Note inthe Implementation Plan we recommend that there is a regionalco-ordinating mechanism and separate national co-ordinatingmechanisms in each country).• One plan that provides the framework for co-ordinated action byall partners. (Note ‘One Plan’ means one agreed set of shared andcommon goals and objectives which can be contained within variousindividual documents).• One monitoring and evaluation framework to measure progress,transparency and value for money. (Each country to define its owntargets, defined by risk assessments and national priorities, and M&Emeasures).The Three-onesThe three ones modelhas been successfullyused by Pan CaribbeanPartnership(PANCAP) to delivertransformationalchange with limitedresources. Over the10-year period ofthe programme notonly has PANCAPbeen declared aninternational bestpractice exampleby the UnitedNations it has alsocontributed greatly tothe management ofHIV/AIDS across theCaribbean.• It has mobilisedover US$75million.• Contributed tointernationalstrengthening.• Delivered a 28%reduction in thespread of HIV.• Reduced deaths by50%.• Reduced themother to childtransmission ofHIV by 80%.• Trained over 200professionalsmost of whomare engaged inmanaging nationaland regional HIVprogrammes.51
