DELIVERING TRANSFORMATIONAL CHANGE 2011-21THREEONESWHAT DOES THIS MEAN?ACTIONS TO BE TAKENOne Monitoring and Evaluation FrameworkThe review and alignment of national strategies andpolicies must also develop a common approach tomonitoring and evaluation. This will ensure that thecombined implementation efforts through tracks one andtwo can be monitored and their combined contribution totransformational change evaluated. Each country shoulddevelop its own national targets reflecting their nationalpriorities. This should be based on an informed riskassessment. Monitoring and evaluation of the targets canthen be based on national and sub-national measures, ideallybased on data sets that currently exist. The M&E processshould focus on delivering transformational change throughdelivery of the Regional Framework strategic elements andgoals. This should be a process looking at actions undertakenat a national level.Review current M&Eframeworks in use andensure consistency, avoidduplication, use commonbaselines.ACTION: It is recommended that the ‘three ones’ principle should be adopted at aregional level by CARICOM and at a national level by each government.At a national level it is considered essential that building resilience and creating lowcarbon economies have to be embedded within, and become central to, governmentpolicy and action. For this reason it is recommended that the ‘one co-ordinatingmechanism’ should be seen as a role for national strategic planning and/or financeministries. They are the departments best placed to manage scarce resources and takeadvantage of the external funding opportunities working in partnership with all otherdepartments and organisations. It is, however, up to each government to make the finaldecision on how best to mobilise, plan and monitor using the ‘three-ones’ principle.Timeline: within 1 year.At a regional level it is recommended that CARICOM adopts the ‘three-ones’ principleto resource mobilisation, co-ordination, planning and monitoring by forming a newsub-committee of the Heads of Government to be known as the Liliendaal Bureau.The Bureau will provide guidance to the Heads of Governments on the transformationalchanges required to achieve resilience to climate change in the areas of climate changeadaptation and mitigation policy, finance and investment, and foreign relations.The Bureau will receive briefings at such intervals as it might establish from thescientific community and communicate the policy imperatives to the CARICOM Heads ofGovernment and monitor regional implementation.Timeline: within 6 months.57
