NACOMA Project – Preparation PhaseAnalysis of the Institutional Capacity in the Namib Coast Regional Councils• To mitigate the cost implications of the proposed appointment, for a transitionalperiod during the implementation of NACOMA there could be one EnvironmentalSpecialist for two regions.
