15. Rogi Kalyan Samities (RKS) / <strong>Hospital</strong> Management Committee<br />

(HMC)<br />

Each sub district hospital should have a Rogi Kalyan Samiti / <strong>Hospital</strong><br />

Management Committee with <strong>in</strong>volvement of PRIs and o<strong>the</strong>r stakeholders as per<br />

<strong>the</strong> guidel<strong>in</strong>es issued by <strong>the</strong> Government of India. These RKS should be<br />

registered bodies with an account for itself <strong>in</strong> <strong>the</strong> local bank. The RKS / HMC<br />

will have authority to raise <strong>the</strong>ir own resources by charg<strong>in</strong>g user fees and by any<br />

o<strong>the</strong>r means and utilized <strong>the</strong> same for <strong>the</strong> improvement of service rendered by<br />

<strong>the</strong> <strong>Sub</strong> District <strong>Hospital</strong>.<br />

16. Citizen’s Charter<br />

Each <strong>Sub</strong> District hospital should display a citizen’s charter for <strong>the</strong> sub<br />

district hospital <strong>in</strong>dicat<strong>in</strong>g <strong>the</strong> services available, user fees charged, if any, and a<br />

grievance redressal system. A modal citizen’s charter is given <strong>in</strong> Annexure I<br />

• It provides medical care to all patients who come to <strong>the</strong> hospital;<br />

• Standards are <strong>in</strong>fluenced by patients load and availability of resources;<br />

• Yet we <strong>in</strong>sist that all our users receive courteous and prompt attention.<br />
