As seen in Table 4.5, only27% <strong>of</strong> the sampled beneficiaries indicated that they had substantially benefited froms<strong>of</strong>t interventions, while 35% indicated that they had benefited to a limited extent. Thecluster actors indicating that they had not benefited were 11% while the respondents not<strong>of</strong>fering any opinion was as high as 27%.
