Section FourSECTION FOURAbout The PlanHow the Planwas developedThe Strategic Community Plan 2012 -2022has been developed through using variousdifferent sources including the StrategicCommunity Plan 2011-2021 whichprovided the starting point. Aspirations ofthe community and the councillors werealso collated through the communityforums, surveys and workshops. Theplan also incorporates council’s otherplanning documents including the Youth1. Department of Local Government’s Social JusticeFramework 2008-20122. Developed by United Nations Environment Program (UNEP)Development Plan, the Arts and CulturalPlan, the Community Safety and CrimePrevention Plan, the Ageing Strategy,the Economic Development Plan and theCommunity Facilities Plan.To ensure that our outcomes, responsesand actions were based on soundprinciples as well as communityaspirations, we based our StrategicCommunity Plan 2012-2022 on the‘Principles of Social Justice’ 1 and the‘Principles for Sustainable Cities’ 2 .Principles of Social JusticeOur plan conforms to the principles of socialjustice, equity, access, participation andrights, outlined by the Department of LocalGovernment’s Social Justice Framework2008 – 2012. These principles are:• Equity – There should be fairnessin decision making, prioritising andallocation of resources, particularly forthose in need. Everyone should havea fair opportunity to participate in thefuture of the community. The planningprocess should take particular careto involve and protect the interests ofpeople in vulnerable circumstances.• Access – All people should have fairaccess to services, resources andopportunities to improve their quality of life.[28] Shire of Roebourne Strategic Community Plan 2012-2022
Section Four• Participation – Everyone should havethe maximum opportunity to genuinelyparticipate in decisions which affect theirlives.• Rights – Everyone should beestablished and promoted, withopportunities provided for people fromdiverse linguistic, cultural and religiousbackgrounds to participate incommunity life.These are the guidingprinciples that are interrelated andwill continue to guide Council throughthe delivery and assessment ofthe effectiveness of our StrategicCommunity Plan.Principles forSustainable CitiesThere are a number of principles outlinedby the United Nations EnvironmentProgram (UNEP) to assist cities inachieving sustainable developmentobjectives. These principles are widelyused by the councils in New South Wales(NSW) and other agencies across Australiaand around the world. These principlesinclude objectives such as:• achieving long term economic andsocial security• enabling communities to minimise theirecological footprints• empowering people and fosteringparticipation• enabling continual improvement basedon accountability, transparency andgood governance• expanding and enabling cooperativenetworks to work towards a common,sustainable future• provision of a long term vision based onsustainability (intergenerational, social,economic, and political), equity andeach city’s individualityShire of Roebourne Strategic Community Plan 2012-2022 [29]
