Among the main expected outcomes for delivery systems in PSPTN Phase 2 are astrengthened governance structure, excellent work culture practices, cultivation ofinnovative and creative practices, the creation of a conducive working environmentin support of MoHE’s efforts to achieve excellence, enhanced harmonious relationshipbetween MoHE members, stake holders and the customers, efficient resource management,competency development through leadership, improvement in work quality, provision ofsustainable infrastructure and info structure, and enhancement in the spirit of allianceamong the institutions under MoHE.• Adding value and building human resource capacity through enrichment of knowledgeand experience.The improvement and strengthening of human resource capacity will be done basedon these six strategies:oooooostrengthening and empowering the organisation;enhancing the competency of human resources in terms of attitude, knowledgeand skills (ASK);expanding acknowledgment and appreciation programmes;strengthening the organisational leadership at all levels;raising staff awareness of the regulations and procedures on human resourcemanagement, andoptimising the use of the Human Resource Management Information System(HRMIS).• Implementing integrity and the culture of innovation among staff.The development of a workforce that possesses integrity and strong personal characteristicswill enable MoHE to become an organisation that is well respected and looked up to.Therefore, intervention programmes to strengthen integrity as a whole, and to providethe impact as planned are to be carried out in order to ensure the value of integrity ispractised and instilled in every staff as a move towards improved transparency, integrityand accountability in the Ministry’s delivery system.The focus of Phase 2 includes moves to cultivate innovation in the Ministry’s deliverysystem by encouraging re-engineering work processes (Business Process Reengineering:BPR), widespread use of information technology and communication, preparing theInnovation and Creativity Action Plan which includes well-planned innovative culturalactivities and the implementation of efforts to improve awareness on the need tohave innovation and creative approaches in delivering services.
