Recommendations:o To establish a more attractive remuneration package.o Increase in promotion, marketing and participation of higher education sectors ininternational marketing and promotion of local programmes overseas; for example,through the launch of Education Malaysia.• Funding constraints in the implementation of students and staff mobility programmes,participation of marketing programmes overseas and payment made for the audit processto international professional accreditation agencies.Recommendations:o Mobility programme sponsorship for students and academic staff.o Provisions for an initial fund to fuel the involvement of students and staff in mobilityprogrammes.o Centralised budget allocation for the audit process among HEIs.• The international collaborative network for local and foreign higher education sectorsthat was initiated should be beneficial not only to the HEIs but also for staff and studentsdevelopment in HEIsRecommendations:o More initiatives in Phase 2 should be mobilised to increase the collaboration oflocal and foreign HEIs in programmes such as industrial internship and student andacademic staff mobility (short and long term).Phase 2 FocusThe success of the Internationalisation CAP by the year 2015 depends on the following factors:• Higher education global scenario:o Increase in student and staff mobility;o The privatisation of higher education sector;o Commercialisation and increased collaboration between HEIs and industries; ando The ranking of HEIs based on global rating.46The National Higher Education Action Plan 2011 - 2015
