planning and implementing action plans at the respective institutions, in line with the strategic objectivesset for each CAP by the CAP team, through consultations with the PMO team in the respective HEIs.CONCLUSIONThe Phase 2 Action Plan is the continuation of the interpretation of the National Higher EducationStrategic Plan beyond the Year 2020 which started with the PSPTN Phase 1 Action Plan. The proposalsand plans of the implementation submitted by the Project Team for all the 23 CAPs in Phase 2 are theoutcomes from the combination of thoughts, efforts and wills of all stakeholders, to ensure that thecountry’s aspiration in giving prosperity to its people can be realised.The emphasis placed by all CAP teams on the improvement and strengthening of national human capital,through various initiatives and implementation models, was not a coincidence. The focus is based onthe expectations that have been clearly outlined in the Tenth Malaysia Plan (10MP), in which “humancapital development is central to the successful transformation of the country into a high-income nation”and therefore, “a holistic approach is to be taken to nurture, attract and retain top talents” (the TenthMalaysia Plan 2011-2015 Executive Summary, page 3). In the New Economic Model for Malaysia (Part1), the Quality Workforce Development is specified as the Strategic Reform Initiatives (SRI) 2, wherehuman capital is seen as a crucial element as “high incomes come from skilled people who use theirtalents to successfully confront economic challenges faced by the community” (page 130).The PSPTN has acknowledged the importance of human capital development since the early formulationof the Plan (2007). Thus, enhancing the quality of human capital will continuously be pursued, witha focus on the country’s economic and social needs, in our effort to carry out the mission towardsbecoming a developed and high-income nation.The National Higher Education Action Plan 2011 - 2015133
