Message fromthe Minister of Higher EducationThanks to Allah the Almighty, with His blessing and His grace, we have succeededin implementing Phase 1 (2007-2010) of the National Higher Education StrategicPlan (PSPTN), which was formulated to enhance the quality of human capitalthrough enhancement of national higher education. I am grateful to those whohave been very committed in terms of sharing their expertise, energy and time inensuring a smooth implementation of Phase 1, which aimed to lay the foundationfor a smooth implementation of other phases of the PSPTN.The national higher education plays a fundamental role in transforming Malaysia intoa high-income developed nation whose citizens are competitive and innovative. Itis thus imperative for Malaysia to have a strong and effective foundation for highereducation. The Phase 2 Action Plan (2011-2015) charts the direction of the national higher educationthrough the guidelines for the strengthening and enhancement of the implementation of PSPTN Phase2. The PSPTN Phase 2 of the strategic plan will also outline the necessary steps that must be taken topropel Malaysia globally.The cooperation of all sectors in realising the aspiration to “strengthen and enhance” our highereducation is highly desirable.
