If the issues and risks cannot be resolved at the technical committeelevel, the matter will be referred to the steering committee to be solved.Research and Planning DivisionThe Research and Planning Division (RPD) is the division that implements the Higher Education macroplan based on the research to produce creative and innovative first class human capital to meet thenational development agenda. It has become the main pulse of the Ministry in the development ofhuman capital of the Higher Education sector and it ensures the sustainability of the PSPTN as the mainagenda of the Higher Education Sector.The RPD addresses the key issues arising from the implementation of critical projects that require policydecisions through strategic research. In addition, it will conduct studies on the policies and roadmapsbased on data and facts to ensure the success of the PSPTN. Policy coordination between the ministrieswill also be undertaken by the RPD, where relevant and necessary.Programme Management OfficeAs the entity responsible for monitoring the implementation of the PSPTN, the Programme ManagementOffice (PMO) is responsible for driving change holistically through project management approach andit also serves as the secretariat for implementating PSPTN. The PMO operations consist of four units:• Planning Unit – helps to plan the formulation of strategic objectives and action planstogether with the Secretariat Head of each CAP; assists other units in the PMO inmonitoring and implementing the CAP; coordinates with any agencies and departmentson matters relating to CAP planning; manages meetings of the PSPTN Steering andTechnical Committees, and provides performance reports on the status of the overallimplementation of the PSPTN through collaboration with the Research and PlanningDivision of the Ministry of Higher Education.• Monitoring Unit - monitors activities conducted at the central level and at the relevantimplementation agencies so that the Critical Agenda Projects are on schedule; coordinatesreports on the implementation from the central level and the implementation agencieson a monthly basis; provides monitoring reports to be presented at the meeting ofthe PSPTN Steering and Technical Committees; manages risks and issues raised by theimplementing agencies in implementing the CAP.The National Higher Education Action Plan 2011 - 2015131
