Implementation StrategyDuring PSPTN Phase 1, each institution has set a target based on its expected capability. For most ofthe CAPs, there is a gap between the accumulated achievements of all institutions and the nationaltargets set by the central CAP.The implementation of Phase 2 dictates that the predetermined targets set at the central level areassigned to each relevant institution. This approach is important to ensure that the nation’s target canbe achieved, and the issues, as well as implementation challenges can be addressed more effectively.In this context, the CAP team plays an important role in driving the implementation of the necessaryplanned actions. Bilateral relations with the Institutional Programme Management Office (iPMO) teamis critical, and the CAP team acts as facilitators to ensure that the assigned targets are implementedat the institutions and that the targets are achieved, which will in turn, contribute to the achievementof national targets that will lead to the successful achievement of the specific CAP.In order to ensure that the plan acts as an accurate guide for the implementation of the transformationinitiatives, the outcomes will be monitored and measured through monitoring efforts undertaken by theProgramme Management Office (PMO). Continuous monitoring efforts are important to ensure thatthe plan is executed. This is implemented through the process of assessment, review (if necessary),programme intervention and so on. Monitoring efforts also include the resolution of issues and challengesthat prevent or delay the process of achieving the KPIs and subsequent specified outcomes.A study of the PSPTN Phase 2 direction will be conducted to ensure that all CAPs are implemented basedon the foundation set forth in the “National Higher Education Strategic Plan Beyond 2020” document.Interface with Phase 1 Action PlanAs of December 2010, i.e., at the end of PSPTN Phase 1, 22 CAPs had been implemented in the effortsto achieve the PSPTN objectives. At the 2011 New Year Message Function, the Honourable Ministerof Higher Education announced the addition of another CAP, specifically, the ‘Knowledge TransferProgramme’ (KTP). This addition brings the total number of the PSPTN Phase 2 CAPs to 23.The National Higher Education Action Plan 2011 - 201517
