Statement of Work: FDIC Phase I ESA, continuedIV. TasksA. OverviewNotwithstanding any previous Phase I ESA SOW in any FDIC BasicOrdering Agreement (BOA) or Basic Purchasing Agreement (BPA), orin any RTC Task Order Agreement (TOA), the following requirementsare to be used in conducting a Phase I ESA. These requirements areintended to provide consistency in all ESAs prepared for the FDIC andits representative contractors.The Environmental Professional must employ, at a minimum, thefollowing assessment procedures and methods, and, whereprofessional environmental standards and practice in a givenlocality dictate the use of the additional procedures and methods,Environmental Professional shall employ such additionalprocedures and methods.When an investigation requirement has not been met, theEnvironmental Professional shall indicate this, and the reason therequirement was not met in the Summary and Recommendationssection of the Phase I Report.B. Method of InquiryMethods of inquiry shall include, but are not limited to, the following:(1) records review—site background; (2) records review—governmental agencies; (3) interviews with owner/occupants or otherpersons knowledgeable about the Property and its uses; (4) interviewswith persons knowledgeable about the Adjoining Properties andsurrounding area, as well as properties adjacent to or contiguous withthe Property, and their uses; and (5) site reconnaissance andinvestigation.All attempts should be made, if possible, to conduct the records reviewof site background and governmental agencies prior to the site visit.Although the Phase I ESA may allow for some sampling, such as inthe case of asbestos, invasive procedures or sampling are generally notpart of the Phase I ESA SOW. If the Environmental Professional findsthat certain investigations or samplings are needed, beyond anyauthorized at the time of contract award, the FDIC Contracting Officershall be notified in writing before beginning work. The EnvironmentalProfessional shall not proceed with any additional work until writtenapproval from the FDIC Contracting Officer is received.6
