Statement of Work: FDIC Phase I ESA, continuedIV. Tasks, continuedThe Environmental Professional shall perform aComprehensive Asbestos Inspection to inspect, sample,and analyze all suspected ACMs, including PresumedACM (PACM). The purpose of this inspection will beto identify the location, quantities, and conditions of theACM, and to determine if the ACM is damaged andfriable.The tasks required under the Comprehensive AsbestosInspection shall be conducted in accordance with allapplicable or relevant federal, state, and local laws,rules, and regulations relating to asbestos, including theAsbestos Hazard Emergency Response Act (AHERA,as implemented by regulations published at 40 C.F.R.,part 763, subparts E and F), the Clean Air Act, and theOccupational Safety and Health Act. These tasks are asfollows:(a) Environmental Professional shall obtain reasonablyavailable building documents, if not provided by theFDIC, and shall review the documents. EnvironmentalProfessional shall conduct interviews with individuals(such as building inspectors, contractors,subcontractors, architects, engineers, and building staff)who have direct knowledge of the building,construction techniques, and materials used on theproperty.(b) Environmental Professional shall conduct athorough visual inspection of all interior building areas(including, but not limited to, crawl spaces, basement,shafts, mechanical areas, ceiling plenums, and roofs) toidentify the location of all suspected ACM. If the FDICinforms Environmental Professional that demolition orrenovation is planned, then Environmental Professionalshall conduct a thorough visual inspection of allexterior building areas, including exterior roofs. If theFDIC Oversight Manager approves sampling of exteriorroofs, the Environmental Professional shall conductsuch sampling.27
