Divers Paths to Justice: Legal pluralism and the rights of indigenous peoples inSoutheast AsiaNorthern and Western Mindanao; Southern and Eastern Mindanao and;Central Mindanao. In these areas, NCIP exercises administrative, quasilegislativeand quasi-judicial functions and powers.Its responsibilities include the following:‐ To serve as the primary government agency through which ICC/IPs canseek government assistance and as the medium through which suchassistance can be extended‐ To formulate and implement policies, plans, programs and projects forthe economic, social and cultural development of the ICCs/IPs and tomonitor the implementation thereof‐ To issue ancestral land/domain titles‐ To issue certification as a pre-condition to the grant of permit, lease,grant, or any other similar authority for the disposition, utilisation,management and appropriation of the ancestral domain after obtainingthe mandatory consensus approval of the ICCs/IPs‐ To convene periodic assemblies of IPs to review, assess as well aspropose policies or plans‐ To make decisions regarding all appeals from the decisions and acts ofthe various offices within the Commission and regarding overall claimsand disputes involving the rights of IPs73
