Part 1• the employee of participant of dangerous goods transportationmust be trained in RID before commencement of independent workexecution (during practice/training),• the carrier may allow for transportation of tank with exceeded dateof the subsequent test + 3 months (this period will be accepted fortransportations of empty unclean tanks for revision, to the originalconsignor, to keeper, etc.),• new chapters 1.8.6, 1.8.7 on administrative inspections (MTPT mayapprove the auditing bodies responsible for conformance reviews,periodical inspections and special inspections, so there will be spacefor performance of inspections related to RID conditions observancefrom the side of the state),• the scope of highly dangerous materials has been, compared to theoriginal list, extended by a sub-class 1.4 (13 UN numbers), class 5.1now includes ammonium nitrate – emulsion/ gel/ suspension (customerswho transport explosive materials and articles of sub-class 1.4with UN 0104, 0237, 0255, 0267, 0289, 0361, 0365, 0366, 0440,0441, 0455, 0456, 0500 will have to start to follow the provisions ofchapter 1.10. RID).Part 2• Major changes are implemented in class 9 (Various dangerousmaterials and objects). The new category of dangerous materials wasintroduced – Materials dangerous for environment/ water environment(up to now, there were only water polluting materials). It concerns theUN numbers 3077, 3082, where the official name of goods is changedfrom: “materials jeopardizing environment“ to: “materials dangerousfor environment“. The new pattern of label for hazard identification fortransportations of dangerous materials with these UN numbers wasimplemented:Part 3• extension of table 3.2A RID; column 7 is divided into 7a), 7b) inaccordance with the new chapter 3.5 – Excluded quantities (EO – E5),• all pesticides have obligatory technical naming in transportationdocument (particular condition 61 is changed to particular condition274, see the chapter 3.3 RID),• official naming of goods at existing UN 1344, 3090, 3091, 3344,3468, 3473 is changed/amended,• 20 new/changed UN numbers from the viewpoint of official namingof goods for classes 1, 2, 3, 4.1, 4.3, 6.2, 8, 9,• DG packed in limited quantity: in transportation document, theconsignor must inform the carrier on total weight of DG transportedin limited quantity (chapter 3.4 RID applied), wagons and containersmust be labelled either by Placards, containing the letters LTD QTY, orby letters „LTD QTY“(the height of a letter min. 65mm, on white background),if means of transport/transportation contain more than 8 tonsof DG/ wagon/container,• new chapter 3.5 – DG packed in excluded quantities. It concerns DGwith corresponding codes E0-E5 in table 3.2-A, column 7b – dispatchedpieces will have a new type of label, maximal number of thesepieces in the wagon/container cannot exceed the number of 1 000pieces, transportation document must contain the following entry:Dangerous goods in excluded quantities + number of pieces. In practice,the probability of application of RID 2009 provisions is foreseen incombined transport.Crosshatching and symbol of the same colour black or red, on whiteand adequately contrastive background:* Here, the first or the only number in column (5) of the table A,chapter 3.2 (number of pattern of label for hazard identification) mustbe displayed.** Here, the name of consignor or consignee must be displayed, if notgiven anywhere on a dispatched piece.Part 4• corrections and changes in packing methods,• it is the duty of a filler, before the gas tank is filled up, to check safefixing of lift gate, if it concerns the wagon with multiple use.Part 5• New provision 5.2.1.8 – labelling of dispatched pieces containingmaterials dangerous for environment, if a dispatched piece containsexactly or more than 5 l/ kg of such material. Dimensions of a label forhazard identification are 100 x 100 mm, the description correspondswith the label shown above at part 2 (fish and tree, black symbols onwhite or contrastive background),• also the labels with minor changes are accepted, if these changesdo not have an impact on obvious meaning and that are used also forother types of transportations according to ADR, ADN, IMDG CODEand so on,• labels for hazard identification may contain e.g. UN number, wordsdescribing the hazard, such as: FLAMMABLE, TOXIC and so on, butthese cannot overshadow obligatory symbols and number,• new provision 5.3.6 for labelling of transport/transportation means,transporting materials dangerous for environment. The duty of consignoris to label/place labels of a new pattern (label pattern at part 2)is related to means of transport/transportation containing dangerousmaterials with UN 3077, 3082,• new alternative for entries in transportation document when transportingwaste (if the procedure according to 2.1.3.5.5 RID 2009 isapplied when classifying the waste):1. UN 3264, material caustic, acidic, inorganic, liquid, 8, II, WASTEaccording to 2.1.3.5.5. In RID 2009 provision 2.1.3.5.5 RID 2009,it is defined when this procedure cannot be applied for wastes –consignor´s responsibility! In this type of entry, the technical namingdoes not have to be (special provision 274 at UN 3264) addedafter the official naming of goods. Or if the procedure according to2.1.3.5.5 RID 2009 is not applied.2. WASTE, 80, UN 3264, material caustic, acidic, inorganic, liquid (+technical naming), 8, II. For comparison entry according to RID 2007:80, Waste, UN 3264, material caustic, acidic, inorganic, liquid (+technical naming), 8, II.Part 7Provision on safe distance between the wagon/container with DG(1, 1.5, 1.6) and wagon/container with DG (2.1, 3, 4.1, 4.2, 4.3,5.1,5.2,): Distance between the buffer heads of wagons, betweenthe buffer head and front wall of container, between front walls ofcontainers1. must be at least 18 m2.these means of transport/transportation must be separated by twobiaxial or by one four-and more axial wagon.Changes in part 6 in the text are not mentioned, since they are too extensiveand, apart from that, they are related to structure and tests ofpacking and means of transport/transportation. Smernice nakladania UICUIC Directives on LoadingUloženiu a upevneniu nákladu sa venuje náležitá pozornosť nielen naúrovni jednotlivých železníc, ale i na medzinárodnom fóreProblematika naloženia a zabezpečenia tovaru v nákladnom voznineodmysliteľne a nerozlučne spája zákazníka i dopravcu. Žiaľ, vmnohých prípadoch sa danej problematike prisudzuje poslednápriečka. Pri zjednávaní náležitostí ako je cena alebo čo najrýchlejšíčas prepravy sa často zabúda na zachovanie neporušenosti tovaru,nepoškodzovanie nákladných vozňov a hlavne na bezpečnosť železničnejprevádzky.Náklad a fyzikálne zákonyNáklad uložený na dopravnom prostriedku podlieha platným fyzikálnymzákonom, je vystavený namáhaniam a pôsobeniu síl, ktoré majú vplyvna prepravovaný náklad. O tom, že podcenenie pôsobenia týchto sílsa nevypláca, nás presvedčili mnohé nehodové udalosti. Uloženiu aupevneniu nákladu sa venuje náležitá pozornosť na úrovni jednotlivýchželezníc i na medzinárodnej úrovni.Pri Medzinárodnom združení železníc (UIC) - Byra RIV/RIC vznikla samostatnápracovná skupina zaoberajúca sa otázkami a problémamisúvisiacimi s naložením, zabezpečením tovaru a zábranou škôd. Nazáklade jej činnosti vznikli predpisy o nakladaní, ktoré ako samostatnápríloha sa stali súčasťou RIV – Dohovoru o vzájomnom používanínákladných vozňov.Týmto krokom získala železnica v rámci Európy prvenstvo pri zjednoteníproblematiky naloženia a zabezpečenia nákladu. Na tieto prvénakladacie predpisy nadväzovalo spracovanie ďalších smerníc adoporučení. Mnohým z nás utkveli v pamäti ako Predpisy o nakladanítovaru do železničných nákladných vozňov – Príloha II RIV.Ustanovenia Smerníc nakladania UIC boli spracované na základe overenýchspôsobov nakládky a zabezpečenia tovaru, ale tiež na základe smutnýchpoznatkov zo záverov nehodových udalostí. Nezabúdajme na to pri naložení azabezpečení tovaru ako aj pri jeho preberaní na prepravu.Provisions of UIC Directives on Loading were elaborated on the basis ofverified ways of loading and attachment of goods, but also on the basis ofsad experience from accident conclusions. Please, do not forget them whenloading and attaching the goods as well as when accepting the goods to betransported.Nový COTIFZ akého dôvodu používame minulý čas? Novelizácia Dohovoru omedzinárodnej železničnej preprave COTIF od 1. júla 2006 prinieslavýznamné zmeny podmienok prepráv tovarov, ktoré sa dotkli ajnakladacích predpisov. Súčasťou Dohovoru COTIF je Dodatok D Jednotnéprávne predpisy pre zmluvy o používaní vozňov v medzinárodnejželezničnej preprave. Z týchto zásad vychádza Všeobecná zmluvao používaní nákladných vozňov (AVV), ktorá nahrádza Dohovor RIV2000. S ukončením platnosti Dohovoru RIV 2000 sa zároveň skončilaplatnosť jeho jednotlivých príloh.Stála aktuálnosť potreby zachovania jednotných pravidiel pre nakládkua zabezpečenie tovaru v nákladnom vozni na medzinárodnejúrovni viedla k ponechaniu platnosti ustanovení citovaných predpisovo nakladaní pod názvom Smernice nakladania UIC. Spracovanímtýchto Smerníc je poverená pracovná skupina, ktorá pôsobí podzáštitou UIC a organizačne je priradená výboru Nákladná preprava.V pôsobnosti tejto základnej pracovnej skupiny boli vytvorené tzv.Produktové skupiny. Ich činnosť sa priamo dotýka vždy určitej príbuznejskupiny výrobkov. V súčasnosti sú to skupiny „Drevo&papier“,„Železo&oceľ“. <strong>ZSSK</strong> <strong>CARGO</strong> má zastúpenie v každej z týchto skupín.Smernice nakladania UIC sú právne záväzné ustanovenia platné prenakládku tovaru do nákladných vozňov v medzinárodnej i vnútroštátnejpreprave. When negotiating matters of business such as priceor the fastest possible time of transportation; non-damagingof goods neither freight wagons and particularly safety of railwayoperation are often neglected.Passengers on the trains, people waiting for the train in the stationcan be jeopardised by trivial, little things – small pallet forgottenon the foot-board of a wagon, imperfectly hammered nail, orstanchion which was not fitted on because of haste or hurriedness.With our carelessness or inattention, we may jeopardisethe employees involved in the process of loading or unloading aswell.
