It is far deeper <strong>and</strong> more extensive.<strong>The</strong> <strong>India</strong>n Constitution has drawn freelyupon basic pr<strong>in</strong>ciples <strong>of</strong> English constitutional law.It <strong>in</strong>corporates the pr<strong>in</strong>ciples <strong>of</strong> responsible governmenton the model <strong>of</strong> the British Cab<strong>in</strong>et system.We also f<strong>in</strong>d <strong>in</strong> it a constitutional head, the President,whose functions bear a close comparison to those <strong>of</strong>the K<strong>in</strong>g <strong>in</strong> Engl<strong>and</strong>.BROAD FEATURESExam<strong>in</strong><strong>in</strong>g the <strong>in</strong>terrelation <strong>of</strong> the executive <strong>and</strong>legislative powers <strong>in</strong> the <strong>India</strong>n Constitution theSupreme Court <strong>of</strong> <strong>India</strong> stated that " Our Constitution,though federal <strong>in</strong> its structure, is modelled onthe British parliamentary system where the executiveis deemed to have the primary responsibility for theformulation <strong>of</strong> governmental policy <strong>and</strong> its transmission<strong>in</strong>to law, though the condition precedent to theexercise <strong>of</strong> this responsibility is its reta<strong>in</strong><strong>in</strong>g theconfidence <strong>of</strong> the legislative branch <strong>of</strong> the state. . . .In the <strong>India</strong>n Constitution, therefore, we have thesame system <strong>of</strong> parliamentary executive as <strong>in</strong> Engl<strong>and</strong><strong>and</strong> the Council <strong>of</strong> M<strong>in</strong>isters consist<strong>in</strong>g, as it does, <strong>of</strong>the members <strong>of</strong> the legislature is, like the BritishCab<strong>in</strong>et, ' a hyphen which jo<strong>in</strong>s, a buckle which
