<strong>The</strong> <strong>India</strong>n Constitution 213to protect friendly relations with foreign states f<strong>in</strong>dsa parallel <strong>in</strong> English common law which providesthat a person who publishes any libel or words whichwill expose to hatred or contempt any foreign pr<strong>in</strong>ceor other persons with <strong>in</strong>tent to disturb peace <strong>and</strong>friendly relations between the United K<strong>in</strong>gdom <strong>and</strong>the country to which any such pr<strong>in</strong>ce or other personsbelong would be guilty <strong>of</strong> misdemeanour.Another freedom is the citizen's right to assemblepeaceably <strong>and</strong> without arms. Reasonable restrictionson this right may be imposed <strong>in</strong> the <strong>in</strong>terests <strong>of</strong>public order. Here aga<strong>in</strong> we have a provision notsubstantially different from the right <strong>of</strong> public meet<strong>in</strong>g<strong>in</strong> English law. " Any persons may meet together,so long as they do not thereby trespass uponprivate rights <strong>of</strong> property, or commit a nuisance,or <strong>in</strong>fr<strong>in</strong>ge the law relat<strong>in</strong>g to public meet<strong>in</strong>gs orunlawful assemblies." 65 In Engl<strong>and</strong> certa<strong>in</strong> assemblieswhich may not be unlawful accord<strong>in</strong>g to thecommon law may be regulated by the authoritiesunder statutes. 66 Though the Public Order Act, 1936,altogether prohibits the carry<strong>in</strong>g <strong>of</strong> unauthorisedweapons at public meet<strong>in</strong>gs, the carry<strong>in</strong>g <strong>of</strong> arms <strong>in</strong>an assembly, it would appear, does not make anassembly unlawful under the common law.
