<strong>The</strong> <strong>India</strong>n Constitution 179head <strong>and</strong> the sovereign <strong>in</strong> Great Brita<strong>in</strong> is apparent.Healthy conventions enabl<strong>in</strong>g the President to exercisethe weight <strong>and</strong> <strong>in</strong>fluence which should legitimatelybelong to the constitutional head <strong>of</strong> the <strong>India</strong>n Unionhave started <strong>and</strong> will become established <strong>in</strong> course<strong>of</strong> time as <strong>in</strong> the case <strong>of</strong> the monarch <strong>in</strong> Engl<strong>and</strong>.It follows, therefore, that the executive power is<strong>in</strong> the <strong>India</strong>n Constitution really vested <strong>in</strong> theM<strong>in</strong>isters or the Cab<strong>in</strong>et as <strong>in</strong> Engl<strong>and</strong>. " <strong>The</strong> Cab<strong>in</strong>etenjoy<strong>in</strong>g, as it does, a majority <strong>in</strong> the legislatureconcentrates <strong>in</strong> itself the virtual control <strong>of</strong> both legislative<strong>and</strong> executive functions; <strong>and</strong> as the M<strong>in</strong>istersconstitut<strong>in</strong>g the Cab<strong>in</strong>et are presumably agreed onfundamentals <strong>and</strong> act on the pr<strong>in</strong>ciple <strong>of</strong> collectiveresponsibility, the most important questions <strong>of</strong> policyare all formulated by them." 9 This fusion <strong>of</strong> theexecutive <strong>and</strong> the legislature, the responsibility <strong>of</strong>government ly<strong>in</strong>g with the Council <strong>of</strong> M<strong>in</strong>isters whoare <strong>in</strong> turn responsible to the legislature, is <strong>in</strong> substancea reproduction <strong>of</strong> the British Cab<strong>in</strong>et systemevolved <strong>in</strong> the course <strong>of</strong> years by English constitutionalprecedent.PARLIAMENTAs <strong>in</strong> Engl<strong>and</strong> the Lower House is the predom<strong>in</strong>antHouse. A Money Bill, which has <strong>in</strong> the Constitutionmuch the same mean<strong>in</strong>g as <strong>in</strong> Engl<strong>and</strong>, can be <strong>in</strong>troducedonly <strong>in</strong> the House <strong>of</strong> the People.
